We landed on the Moscow-Kavkaz highway, near the turn to Manas. There is a cluster of cafes and shops, gas stations and parking for trucks. But before the truckers went on strike on March 27, no one had seen so many cars and people here. The first thing that immediately caught my eye were police cars with flashing lights on, several military trucks, people in camouflage with machine guns and light machine guns, and, of course, tractors parked on the side of the road, mostly without semi-trailers. If you walk along the road in the direction of Makhachkala, you can see a large parking lot full of trucks. And if you cross the intersection and move in the direction of Baku (360 km to Baku), you will inevitably find yourself in the camp of Dagestan truckers, packed full of people and fenced off with metal barriers. It will be difficult to pass by, and it is impossible to stop the car in this section - the traffic police will immediately roar into the loudspeaker, forcing them to leave the parking lot.

We, the three of us from Moscow, obviously stood out from the rest, because all eyes quickly turned to us. And when I took out the camera, people began to approach and ask - “Are you journalists? From which edition? Federal channel? Will they show it on TV? "

No guys. They will not show. Federal channels will not come to you, and will tell you about anything - about Eurovision, about Ukraine, about America, but about truckers and "Platon" - if they say a few words, then certainly not about Dagestan, in which the carriers' strike announced across the country on March 27, took on an unprecedented scale. Thousands of people, a couple of hundred trucks, and a firm determination to stand their ground - this is what forced the local authorities to negotiate, spread rumors about the cancellation of Platon and send representatives of the Dagestani Ministry of Transport to the protesters in the hope of persuading them to disperse.

When the Deputy Minister of Transport for Dagestan arrived, people moved dense stream to the place of the meeting. The official walked among the people, and there were several people in camouflage uniforms with rubber truncheons nearby, but they were far behind. The crowd turned under the embankment, a small part of it - about 30-40 people, moved along the embankment. People continued to approach, two small wagons stood next to the embankment, and several young guys climbed onto the roofs of the wagons. A little later, I will be asked to do the same in order to capture a larger number of people.

The deputy minister spoke a lot, addressed people with respect, assured that he shared their demands and said that he had always been with them and would be with them in the future. No one bothered to speak to him. And, taking advantage of this, the Deputy Minister of Transport of the Republic of Dagestan in every possible way hinted that the authorities had already heard the demands, that tomorrow a proposal would be made to reduce levies and even completely abolish Platon. He assured that this is a long and difficult work, it is being carried out, it is necessary to stop provocations, disperse and form a working group of five people in order to go to an appointment with the head of the republic. These words were greeted by people with disapproving hum. The words sounded: "to stand to the end!", "What a job, they do nothing!" “Let them come to us themselves!”, “If we go, then all together!”.

Respectful communication with people cannot be expected from representatives of the authorities, for example, in Moscow. This tone of communication with the protesting truckers in Dagestan is by no means an accident. The deputy minister understands very well that he is talking with representatives of the multinational people of Dagestan, he is forced to admit that they are right and realize that there is a force for the people he is addressing that can force oneself to be respected, force the authorities to retreat and negotiate.

And this is a very important example for all peoples and regions of Russia. It just so happened that it was the assembly of Dagestan truckers that turned out to be at the forefront of democracy in this country. It was strikingly different from most of the rallies and protests that swept across the country in recent years.

First, there was no monopoly broadcast of the leaders from the rostrum. The meeting was a lively dialogue: the speaker spoke to people, and people answered him. He expected a reaction from them, and received it. The speaker tried to convince people, but could not disobey their will, disrespect their opinion, could not go against the general mood.

Secondly, from the conventional tribune, which was a mound with a sloping slope, different points of view sounded, up to the opposite. One said that it was necessary to disperse, a lot had already been done, families were waiting at home, brothers-farmers who were dependent on supplies were suffering. Another said that in no case should one disperse, otherwise everything would be lost, and people should understand and support. One made claims against the truckers, the other against the authorities. One spoke well about power, the other badly. But while someone was holding a megaphone in their hands, no one interrupted him. People themselves passed the megaphone to each other, listened to each other, respecting the right to speak, and understanding the need to come to an agreement, they gave the opportunity to object and respond to opponents, and this process was regulated by itself.

Thirdly, many people stood on the embankment, and those who wanted to speak out were extended their hand and helped to get up, gave the floor. The speakers were representatives of the people, not self-appointed leaders. The floor was given to Sergei Ainbinder, who came from Moscow from the Interregional Trade Union of Professional Drivers.

Fourthly, when a person from the rostrum suggested organizing a fundraising from each jamaat (community) of truckers, he turned to people, and with the words "do we really not trust one of us?" and invited those responsible to come forward from the audience, to take the initiative. And people were found.

Fifth, people are very serious, and this is the most important thing. Despite different points of view, they show solidarity, declare their support for those truckers who were subjected to administrative arrest, and in the confrontation of opinions and sentiments, the determination to stand to the end, not to bow to anyone, to intercede for each other, to continue to defend their requirements.

Is it not these traits, as if eroded from the genetic memory of the inhabitants of large cities, distinguish true democracy, drawing a clear line between the disunited crowd and the people - the bearer of sovereignty and political will? Was this not what forced the Russian Guard to remove the cordon of the protesters' camp, and the authorities to negotiate, try to find ways to deliver goods by water, and send columns of strikebreaker wagons, accompanied by armored vehicles and police corteges?

We who came from Moscow are ashamed. After all, we are not allowed to get together, not because they are harshly dispersed. We do not feel the strength and solidarity behind us, the ability to resist. That is why we can be dispersed and imprisoned. We will have to learn, become a people. Learn to speak with those who stand on the podium, ask those who speak on our behalf, and defend those who are nearby.

Trucks do not run only on federal highway"Caucasus". While our plane was descending over the coast of the Caspian Sea, we did not see a single one. Azerbaijani wagons manage to pass only in a convoy, accompanied by a convoy.
The truckers' strike really unfolded only in Dagestan. The guys stood no more than ten days, but rumors have already spread about the possible cancellation of Platon for the Dagestani carriers.

Dagestan stands for the whole of Russia today. And we really want the guys to get their way. To pull up people in other regions.

Truckers are protesting against a new fare collection system with the philosophical name "Plato". There are 90% of trucks in Dagestan. Strikers in 17 regions of Russia are urged to go to Moscow. And the less talk about this protest on TV, the more determination these people have to go all the way.

Tagir: We are against Plato.

Another protester, Tagir, says that these are the most massive protests against the authorities in many years organized on the network.

Tagir: No, this is a long time ago, it's just a community of truckers, people help each other in trouble, someone if they need help, for example, if some Moscow car is passing through Dagestan, for example, they call me and say that they need help , i do any help.

On November 15, everyone needed help at once. Tagir, like many with him, calculated that after the introduction of new charges - and this is 3 rubles per kilometer on the way - it would be more unprofitable for him to transport goods.

Tagir: I provide for my family, and if this tax is introduced, I will not be physically able to provide for my family. I drive 100 thousand km a year, how much will I have to pay?

Tagir: I don't even make that much. I don’t have time to repair the car because I don’t have time to save money.

All customers with a fleet of 50 cars and more are registered by 90 percent. And the second segment, this is the remaining 200 thousand, is a medium and small business. Believe me, in order to travel 100 thousand km a year, you have to travel 360 km a day without holidays and weekends. If you show me such an individual entrepreneur with one KAMAZ, who does so much, then I'm wrong. This is not a mass phenomenon.

Gaziyav Gaziev: There are absolutely no conditions, there is not even a water supply system, no sewerage system, no water - neither drinking, nor technical, none. So we survive, we get out. I would like it to be a little easier, but it turns out that now they are making our life a little more difficult. We had a winery, a factory - and then they ruined, and then they let it go down the drain. All are ruined, all for scrap. The owner appeared: debts - and that's it, you have to sell. This stove saves me. Here they are sleeping, two small ones lie down. There they lie down on the sofa, here they lie down on the sofa, and I myself - in the hallway, a little further, it's colder there. But you have to.

We all live, everyone knows each other, so yesterday I literally went in, bought cigarettes from the girls, bought sugar, asked the girls: “How are you, girls, there is no rise in price?”. With the same question, larger retailers even participated in State Duma meetings. It seems that the truckers have been heard. But Sergei, for being carried away by politics, was overtaken by sanctions at home - his wife got angry and kicked him out of the apartment.

Sergey, driver: The wife screams, of course, the family needs to be fed: "Let's go and work, and don't go on strike against your" Plato ". And how to work in such conditions? Well, it turned out: we had a fight, and for these two days I have been living here, in my small apartment.

Closer to Derbent, that is, to the border with Azerbaijan, in the village of Kayakent, the strikers set up a tribune on a truck.

The introduction of the Platon road toll system most clearly affected the situation in Dagestan, first of all, probably because it is such a Silk Road, it is along this route that runs along the Caspian Sea that vegetables are brought all year round from the republics of the Caucasus, Azerbaijan and Iran. These wagons, which are now lined up along the road, awaiting measures that the government may take.

Magomed Sabir: The only business is services, half of our guys are engaged in servicing these machines, and half are carrying them. These cars are everywhere. Why do you think Dagestan has risen so unitedly? Because already there is hopelessness. We have about 4 thousand cars in our village. Look, here they are, here are the services, trucks, car washes, car services, cars - we have nothing else.

Gamzat Shaurkhanov, driver: Another job? There is another job. It is mainly for young people to go to the forest. But why are we keeping the youth? So that they work, they look after us, grow up, not to drive them into the forest. And this is what they did, Rothenberg and company, they are driving the youth into the forest.

Now truckers say: if there is no reaction, if the problem is not talked about on television, if they do not go to a meeting before November 30, they will go to Moscow. There, the TV channels will not be able to ignore them, and the traffic jams caused by the congestion of trucks will raise questions from the officials, even if they still knew nothing about the civil protest of the drivers.

Not so long ago, protesters in Dagestan, heavy truck drivers explained why they were so harsh against the Platon system. According to truckers, on average in one year they cover about 100 thousand kilometers, which, based on the tariff for the Platon system, 3.75 rubles per kilometer, gives 373 thousand rubles a year. With high taxes on transport and fuel, such an amount is an unbearable tribute, the drivers assure.

General manager Research agency InfraNews Aleksey Bezborodov doubts the protesters' calculations. According to his research, things are exactly the opposite.

I studied the budget of Dagestan for 2016 with its execution (on the website of the Treasury of the Russian Federation), took the registration of vehicles (TS) on the website of the traffic police of Dagestan. They say that, on average, one vehicle travels 100 thousand kilometers per year. As a result, it comes out about 373 thousand rubles a year. However, Platon takes ton-kilometers, so it's not clear where 375 thousand rubles came from, ”concluded Aleksey Bezborodov.

In addition, he noted that the talk of heavy truck drivers about superhigh taxes looks very suspicious. For some reason, the protesters are silent about personal income tax, income tax and pension charges.

“A Dagestan trucker makes an average of about 40 thousand rubles for a flight. Hence, the revenue from 125 flights per year is 5 million rubles. For the difference between taxes - minus food - you can buy a new KamAZ tractor without credit. Not only that, any car owner pays the same excise tax, even though his car weighs less than two tons. And the excise tax goes to road construction. They also pay excise tax on diesel fuel, and they buy half of the diesel fuel yourself, you know where. This also includes a rather big transport tax... And so on - all this is a conversation in favor of "noodles". Note - they are not talking about personal income tax, or about income tax, or about pension contributions. I have long been surprised that all the experts talk about taxes. Let it be half fiction. But about income and about taxes on income - nothing. But as always. For two years soon - no one looks at the root. Earlier, in the Dagestani village of Manas, a mass rally of heavy truck drivers took place, directed against the Platon system. The protest quickly turned into decisive action. , whose owners refused to participate in the all-Russian strike.

The activists of the community of truckers "12 tons", in turn, turned to the Prosecutor General's Office and the TFR: according to their data, the organizers of the all-Russian strike of truckers threatened to force the drivers of heavy trucks to join the action.

The truck drivers say the detentions have been going on for several days. They stop in the Saratov region, not far from the town of Balakovo. Not only Dagestani truckers are being detained, but also drivers from other regions.

Overload is detected in almost everyone. However, truckers are confident that the scales used by the inspectors of the supervisory service greatly overestimate the indicators.

“I was stopped by the transport control officers. At first they said that they would only issue a fine for the absence of a tachograph. And then they brought in the faulty scales. By these scales, it turned out that my car weighs more than a carriage. - They even detain drivers who have no overload - they are sure of this, as they checked. But the scales still show that the rules have been broken.

Now about 10-15 cars have been detained here. I lose money every hour in the impound. As carriers say, most drivers admit that they have overload and are ready to pay a fine. But the actions of Rostransnadzor employees seem to them illegal.

However, paragraph 1.1 of the same article states that the detention of a vehicle is terminated at the place of detention if the reason has been eliminated before the car is sent to a specialized parking lot.

But, as the drivers assure, they are not allowed to eliminate the overload on the spot and are immediately brought in a paid tow truck.
