Today, the fight against tinting in our country is getting tougher - immediately after the abolition of the removal of license plates for tinted windows, the so-called requirements or instructions to eliminate the violation were launched, after which drivers were imprisoned for up to 15 days. Moreover, a change is coming in the legislation to toughen the punishment for glass tinting "not according to GOST" up to the deprivation of rights. But this is in the future, and now we will consider the issue of permitted tinting, namely, the opportunity to earn money for health reasons, buy or otherwise obtain permission for tinting in 2020.

The point is that in some cases and for some categories of drivers, exceptions to the law can be allowed for a variety of reasons, and there are such exceptions in various other aspects of the law. So, let's answer the question of whether it is possible and how to get a special permit for tinting, what law regulates it, is it available to mere mortal drivers and what is needed for this in 2020.

Permission for tinting - method number 1:

Firstly, the easiest way to get permission for tinting is to tint "according to GOST". The fact is that tinting in our country is not prohibited in principle (except for specular), but there are standards for light transmission and for which glasses are allowed to be tinted. Namely, the front "hemisphere" can be tinted so that it passes at least 70% of the total light. This, of course, is very small, taking into account the fact that already from the factory the light transmission of glass (and it is not even tinted) is 85-95%. Literally, the glass will become only a little darker, and if your goal when tinting is to become invisible, to significantly hide from the sun, then this legal method will not suit you.

However, if your goal is to protect yourself from the summer heat and stick an athermal film, then we have good news for you - a number of athermal films (but not all) are tested for light transmission.

Thus, you already have a kind of permission for tinting - it is provided for by law with the only weighty condition that tinting should let 70% of the light into the car.

Permission for tinting - method number 2:

Another way is much less effective, but, in any case, more useful than just tinting the car and driving like that. The method consists in knowing the loopholes in the legislation due to "holes", and there are plenty of them. We will not give here all the shortcomings of the Russian legislation regarding tinting, allowing it one way or another, we will only note that they are all divided into main categories:

  1. Shortcomings in the basic laws: traffic rules, administrative code. So, the Rules of the Road, when tinting is allowed, refers us to GOST 5727-88, which has long lost its force, and in general, GOSTs became optional after the introduction of the Technical Regulations. The same Code of Administrative Offenses in the article with punishment for tinting (12.5.3.1) refers to a document called " Technical regulation on the safety of wheeled vehicles", which has also become invalid, and instead of it there is a document similar in content, but already called " Technical regulation Customs Union for the safety of wheeled vehicles". And there are still many such shortcomings.
  2. Shortcomings in the procedures themselves for determining light transmission. So, the device for determination must have a verification certificate, and the measurement must be carried out strictly according to the instructions for the device. In fact, it is due to procedural errors in the process of measuring glass that errors are made among inspectors, which can lead to the annulment of the decision.
    In addition, there are a number of "life hacks" that eventually cease to operate and are replaced by others during the measurement process. For example, remove the removable tint while the inspector went to get the device, lower the windows and declare that the power window is broken, and so on.
  3. Cancellation of decisions after the expiration of terms in court. Here it is a little more complicated and easier at the same time - you are just dragging out time due to various kinds of petitions, recusals, and so on, and it becomes impossible to attract for tinting for the simple reason that the statute of limitations has expired.

Here it should be clearly noted that, firstly, you will not learn these methods in two or three days and even in two or three weeks. Rather, you will have to learn a full-fledged one in order to be able to operate the laws in your favor, because you must not forget that you are violating and you should prove the opposite, which is quite difficult. Second, judges and police officers are not fools, and both of these officials are allowed to decide guilt on the basis of personal convictions, which means that small procedural errors are unlikely to play an important role in appealing a tint order.

Well, in the end, it is worth noting that this is not a permission to tint as such - it is only an opportunity to defend your rights in the event of a mutual violation by the authorities.

There is also another hypothetical way to get permission for tinting - to have a "blat" in the traffic police, moreover, among the highest ranks. We will not discuss this method because of its illegality and, of course, mythicity. Nevertheless, there is an opinion that, having received "connections" in the structures, one can also obtain permission for tinting.


There are no other legal ways to buy or otherwise obtain permission for tinting from the traffic police.

Earlier, another myth spread: allegedly, if you get a doctor’s certificate that the driver has a special eye disease with visual impairment and pain in the eyes due to bright sunlight, then with such a certificate it will be possible to tint the car. However, for 2020 this is indeed a myth, and it will be impossible to obtain permission to tint car windows with such a certificate. And there is some logic in this - after all, to solve the problem with immunity to bright sunlight, it is enough to wear sunglasses.

Changes in the rules for tinting vehicles are discussed almost every year, and next year is no exception in this regard. Any vehicle owner should discuss the new law on tinting from January 1, 2019, because the authorities plan to increase fines on this issue and tighten the requirements for its implementation in the future.

One of the main topics of discussion among motorists in recent years has been the law on tinting, namely the requirements for visibility of car windows. The last time the punishment for tinting not in accordance with GOST was tightened in 2016.

Since then, the amount of the fine has remained unchanged. Meanwhile, at the end of 2018, rumors began to spread in the circles of motorists that in the coming year the epic with dark stickers on the windows would end, and traffic police inspectors would stop mercilessly fining drivers who wanted to hide behind tinted windows. However, the rumors remained rumors: in the new 2019, tinting will also remain “outlawed”. True, not all, because judging by the regulations, there is no complete ban on blackout film. When determining violations by drivers, traffic police officers rely on the existing permissible quantitative indicators of glass dimming. If the level of light transmission complies with the rules for ensuring visibility, then, of course, there can be no talk of any fine.

Permitted glass tinting standards (prescribed in the technical regulations of the Customs Union):

  • The degree of light transmission at the windshield must be at least 75% (although according to the new technical regulations, at least 70% is acceptable).
  • For front side windows - from 70% (for armored vehicles, the light transmission coefficient is reduced to 60%).
  • The level of visibility of the rear windows is not regulated. The use of mirror film is prohibited.
  • It is allowed to equip the upper part of the windshield with a protective light strip, the width of which should not exceed 14 centimeters.

What does a driver need to know?

It’s not enough to know what a fine for tinting is today, it’s worth knowing your rights and obligations in this matter. In the event that traffic police officers stopped vehicles with tinted windows, you need to remember that:

  • the level of tinting is checked only with special equipment - a taumeter, and if the inspector does not present it, then he cannot issue a fine either:
  • the measuring device must necessarily be certified and have a sealed body (a damaged seal may become the basis for challenging the fine for the violator);
  • the light transmission of the glass is checked not in one place, but at three points (if this rule is violated, then the fine can not be paid, but then witnesses must be present at the measurement procedure or video recording is made).

Moreover, you can check the tinting only if it is not raining and the air humidity does not exceed 80%, so do not hesitate to remind the representative of the traffic police about this rule. The level of atmospheric pressure is also taken into account - no more than 795 millimeters of mercury and air temperature - more than 10 degrees Celsius (it is simply impossible to use the equipment in winter).

It turns out that a fine for tinting from January 1 can only be issued if the inspector, using special devices, can measure all the above indicators, and if he does not have such an opportunity, then he simply has to let the driver go.

Frankly speaking, only representatives of the traffic police of only stationary posts can carry out measurements of tinting, because any other place is simply contrary to the rules. Representatives of the traffic police may ask the violator to drive to the post, but only under the condition of administrative detention.

Important! Today it is possible to confidently answer in the negative the question of whether tinting will be allowed in 2019, which is why when tinting a car, it is necessary to take into account the GOST rules and understand that checking compliance with all conditions is simply inevitable.

Details of the new amendments to the law on tinting

Changes in the existing legislative act on tinted film were discussed back in 2015, when a new GOST and Technical Regulations were introduced. The following year, officials initiated a new document that suggested tougher penalties for violating regulations. Then a proposal was made to increase the tariffs for prohibited tinting from 500 to 1,500 rubles, and in case of a repeated violation, the amount would have been 5,000 rubles. Another point of punishment was supposed - in case of a threefold violation of the driver, they should have been deprived of the right to drive for up to six months. However, later only the first two initiatives were finalized, since the State Duma considered it too blasphemous to deprive car owners of a driver's license for such a fault. As a result, in 2018 the bill was approved and signed by the President. According to the new tariffs, law enforcement officers will begin to fine as early as January 1 of the coming year.

  • the offender for tinting that does not meet GOST standards will have to pay a fine of 1,500 rubles instead of the previous 500 rubles;
  • a repeated fine will be 5,000 rubles;
  • a repeated fine can be assigned to a person no more than 12 times a year, then his illegal actions will be regarded as an administrative violation, which threatens with a large fine, administrative arrest or deprivation of rights.

In addition, existing tinting rules will apply. In particular, vehicle owners will also be prohibited from pasting glass with a film of different colors or shades. Filter films SP80 and 90 for use on front windows will remain banned.

Toning: to be or not to be

The authorities cannot completely ban window tinting, if only because many car manufacturers today produce vehicles with already tinted windows. New cars are equipped with the best athermal low filter tint films that improve the aesthetics of the car. Usually, the owners of newly purchased vehicles are satisfied with the level of light transmission. The traffic police inspectors are also satisfied, for whom such window tinting is considered normatively correct.

However, among motorists there are ardent fans of tinting cars "to zero". They oppose the system and require that the light transmission parameters of the glasses be reduced by up to 40%. They argue such a requirement by the fact that the dark film protects the interior of the car from prying eyes. And tinting also reduces fuel consumption, since the car does not heat up much. But the safety of the officials still remains a priority. That is why excessive tinting remains prohibited, because especially at night there is low visibility through the film, thereby increasing the risk of collision with other road users.

Law enforcement officers determine the light transmission capacity of the film using a special device. Without it, the policeman has no right to issue a fine. So, if you are stopped, remember that:

  1. The traffic police inspector is obliged to measure the tint using a device called a "taumeter". The device must be sealed and have a certificate.
  2. Glass during measurement must be perfectly clean. Measurements are made at three different points on the glass. Moreover, the indicators on the taumeter should be the same everywhere.
  3. The measurement procedure must be recorded on a video camera or carried out in the presence of attesting witnesses.
  4. To check the tinting, the weather should be good, the air humidity should not exceed 80%, and there should be no precipitation. Night time is also an obstacle for measurements. It is forbidden to use the taumeter in winter, at temperatures below +10 degrees, and the level of atmospheric pressure cannot exceed 795 millimeters of mercury.

Based on the above requirements, it is far from always possible to prove a violation to the police. That is why many drivers manage to go unpunished for years.

So, if we take into account that ordinary car glass transmits 90% of light, then when using a film that transmits 70% of light radiation, we get a final figure of 60% (0.9 * 0.7 = 0.6), which does not correspond to the permitted value.

Tinted front side windows according to GOST

However, for many drivers, the requirement does not seem convincing, because the punishment for tinting is a fine that does not exceed 500 rubles(clause 3.1).

The Government has repeatedly expressed the idea of ​​raising the fine to 1500 rubles, but so far the bill has not been adopted, so the penalties remain the same.

  • install and remove it in front of traffic police posts;

Preparatory work

To tint car windows, you should choose a room that is not dusty, where there is no draft. It is better if another person helps you the first time.

  3. Having attached it to the side glass, mark the boundaries and use a knife to give the tint film the desired shape. At the same time, leaving a margin of 1 cm at the edges.
  4. You can first make a pattern out of paper in the shape of glass, and then cut out the desired fragment from the film by attaching a template to it.

Film bonding is a very time-consuming process. It is necessary to constantly spray the inner surface of the glass with soapy water so that it does not dry out. In this case, you need to quickly separate the dark layer of the film and apply it to the glass and moisten with soapy water.

It is better to start the smoothing procedure only after a transparent one is applied over the dark layer of the film. This is necessary in order not to damage the coating. But many motorists smooth the film without such protection.

You need to level the film with a rubber spatula, moving from the center to the edges, periodically spraying it with soapy water to reduce friction. It is necessary to eliminate all the bubbles between the tint and the glass of the car.

GOST 32565-2013 has been in force since January 1, 2015 instead of GOST 5727-88. It states the following (clause 5.1.2.5):

The light transmission of glasses that provide visibility for the driver in front must be at least 70% for windshields and for glasses that are not windshields, but provide a view of the driver in front and behind.

Provided that two external rear-view mirrors are installed on the vehicle, the light transmission of the glasses providing a rear view of the driver is not standardized.

“3.5.2. The light transmission of the windshield, front side windows and front door windows (if equipped) must be at least 70 percent.

3.5.3. Conclusion:

The front windshield (windshield), front side windows and front door glass (if equipped) must have at least 70% light transmission.

The light transmission of the rear and rear side windows is not standardized (BUT! If there are exterior rear-view mirrors on both sides).

The dissatisfaction of motorists has not subsided since the adoption of the law on the standardization of tinting for vehicles. Regulations and requirements are becoming more stringent, and fines are increasing every year. As of March 21, 2018, there were no changes in the penalties for tinting or in the technical regulations for tinting. However, it is already known that in the spring of this year, the deputies of the Russian Federation are going to return to discussing the issue of raising fines. According to preliminary information, fines for incorrect tinting can increase up to 10 times.

According to a new discussion, it is planned to increase the fine for the first time to 1,500 rubles (against 500 today). And in case of repeated violation, you will have to pay 5,000 rubles. As the legislators themselves assure, the likelihood that the new law will be adopted is quite high.

For tinting, in addition to a fine, they will write out requirements to eliminate the offense and cancel the registration. And this is not a joke.

If this is the first time you hear about this, then we will briefly explain the logic of both security measures:

The traffic police inspector has the right to demand the termination of the offense, nowhere does it even stipulate that it must be written; tinting - a violation that obviously did not occur on the way, therefore the traffic police officer has the right to demand the cessation of further movement with a violation;

Termination of registration is allowed to inspectors by the relevant Order No. 1001, paragraph 51 of which states that the specified procedure is carried out upon detection of malfunctions with which management is prohibited.

Permitted tinting in 2017 according to GOST

In 2017, another law on the deliberate darkening of car windows will be passed. This will become one of the most discussed bills in the automotive segment. The main aspect of the bill will be an increase in the fine for violation, as well as a possible tightening of the rules. And already now, many are thinking about the possible consequences, and about when, all experts and deputies will already come to a consensus.

At the moment, the fine is 500 rubles for violating the standards. In 2017, it is planned to raise the fine to 5,000 rubles for repeated violations. This measure will be introduced to replace the deprivation of rights. If you look closely at this bill, you can see both pluses and minuses. For example, the minimum fine will be 1,500 rubles, which will make violators think. But the maximum fine of 5,000 rubles will become an alternative to deprivation of rights for three months, so the choice will remain with the driver.
