Currently, it is allowed to sell your car while keeping the numbers assigned to it. For the first time, such an opportunity appeared in 2008 thanks to the corresponding order of the Ministry of Internal Affairs of the Russian Federation. But then this normative legal act lost its force. Many began to worry that now such an opportunity was canceled, and it would not work.
The panic was in vain. Indeed, at present, the order of the same Ministry of Internal Affairs is in force, according to which the right to keep license plates was retained, but they were subjected to some adjustments. Moreover, in favor of the car owners themselves. This order has been in effect since 2018 and is relevant to this day.

- In most cases, duplicates will have to be made if the examiner considers the condition of the current plates to be unsatisfactory.
- There are limits on the shelf life, which must be taken into account.
- Having bought a new car, you will also need to submit an application demanding to issue the numbers left in storage.
The procedure for preserving marks has remained unchanged as of 2019. They wanted to make the changes from August 2019, but in the end they were postponed until the summer of 2020.
How many numbers are stored in the traffic police
Initially, as soon as it became possible to keep the license plate for themselves when selling their car, vehicle owners were given no more than 30 days for this. That is, after 30 days from the date of delivery, the motorist had the opportunity to return his plates and.
But not all met such deadlines, as a result of which, after the expiration of the specified period, the numbers were transferred to other motorists who registered and registered their vehicle.
Subsequently, this period was increased to six months. To be more precise, it was about 180 days.
But already on October 7, 2018, an updated regulation came into force, which concerns the issue of the rules for registering vehicles. This is the same order dated June 26, 2018 issued by the Russian Ministry of Internal Affairs.
One of the key innovations is the new shelf life. From a rather impressive 180 days, it was increased to 360. That is, for almost a whole year, license plates could be retained by their owner. This greatly simplified the life of those people who previously received a beautiful combination of letters and numbers at their disposal, and do not want to part with them.
By the way, if the last day of storage falls on the weekend of the department where the plate is contained, the next working day will be considered the official end date. Although taking risks and arriving at the last moment is strongly discouraged.
And further. Obtaining license plates is carried out in the same department to which the badges were previously handed over. In this case, the motorist has the right to contact any unit convenient for him. It does not depend on where the car was registered. To keep the number for a while, you do not need to undergo an additional examination.
Giving your plates to the traffic police, you only need a statement for storage. In fact, this is the only document confirming the fact of the transfer. The department will not issue any documents, forms, certificates or receipts. Therefore, it is recommended to photograph the statement and make a copy of it. The list is pretty simple and consists of:

- registration certificate (STS);
- registration state signs;

- insurance under the OSAGO system.

There is no such thing as cost of preservation. That is, there is no such service officially. This allows us to argue that storage is free of charge. But it's not that simple. The motorist should expect certain expenses. This differs somewhat from the usual procedure for issuing new registration plates for a vehicle.
- Only those plates that comply with the legal requirements in force in the Russian Federation are transferred for storage. In fact, we are talking about signs in a state as close as possible to an ideal, new one. The plates should not show signs of deformation, any damage, traces of corrosion, worn paint, peeling and other imperfections. If a person hands over a license plate with defects, which is confirmed by a specialist in the traffic police, then you will have to make duplicates. There are no difficulties with this. In practice, the procedure for keeping your old license plate when selling a car is quite simple. You will not have to carry out any manipulations and multi-moves. So far, everything looks easy. But with the introduction of the planned innovations, the situation may become somewhat more complicated.
Transferring old signs to a new car
There is nothing difficult and impossible in transferring old license plates to a new car. The procedure is also completely legal and supported by legislative acts.

Planned innovations
The innovations regarding the preservation and storage of numbers, which they wanted to implement since August 2019, can both please and disappoint. In fact, their implementation was postponed for a year. Therefore, all the information below will become relevant at the end of summer 2020, if nothing has changed by that time.
The traffic police will give the right to save only the number of the region in which the car owner is registered. That is, when buying a license plate in Moscow, a person without a Moscow residence permit will not be able to deposit them in the capital. As well as put them on another vehicle. The traffic police will refuse such an appeal and issue signs in accordance with the region of registration. It will not even help to have a temporary registration in Moscow, if a person has a permanent residence permit in another region.

This event, like any re-registration of a vehicle, is under the authority of the traffic police. Modern technologies make it possible not to stand in long queues, but to sign up through the State Services portal. In this case, the following points should be taken into account.

Step 1. We register with the traffic police.

Step 2. We go to the traffic police.
Taking a full package of documents and making sure that the license plates are in perfect condition, registering through the State Services website and paying the necessary fees, we go to the traffic police.
ATTENTION: Inspection of the car is not required at this stage, therefore we ignore the corresponding "hint" on the website of the State Services.
In the traffic police you have to go through five windows. Do not be intimidated by this, as the whole process is moving quickly.
1. After you have been summoned to the first window, we submit a package of documents to the employee. Be sure to advise that you need to save the numbers. You will receive two applications, one of which you need to check and the other to fill out.

3. Now is the time to stand in the first line. Here you will need an application, passport, STS, TCP and the payment ID that you wrote down after paying the state duty. Employees will check and enter data into the system.
4. Finally, they will give out the documents with the changes made, calling you by your last name.
5. You have already been here when you handed over the numbers for storage. Now in this window you are given new license plates.
Step 3. The second time we register with the traffic police
Having decided to buy a new car, you again go to the State Services website and select the "Vehicle registration" column. However, now we are talking directly about registration, so the final service sounds like "Registration of a vehicle at the State Traffic Inspectorate." Then you act as in the first case: fill out the form.
ATTENTION: Despite the fact that your numbers are stored in the traffic police, you need to pay a state fee and put a mark in the need to issue new numbers.
Step 4. The second time we go to the traffic police
You will have about the same circle that was completed earlier. The only thing is that you will not need to hand over the old numbers, but you will have to visit the vehicle inspection site. Also, do not forget to inform the traffic police that you will put the numbers that were left in storage. Then they will be given to you in the last window.
Keeping old registration plates is easy enough if you take care of it beforehand. You will need to allocate an extra day, but you can continue to use your favorite numbers for many years.
According to the new rules, which have been in effect for several years, in order to buy or sell a car, it is not at all necessary to deregister it. Such a measure greatly facilitates the registration process, because the seller gets rid of the need to visit the registration department of the traffic police, and besides this, it sometimes happens that there are simply no ready-made new state numbers in the MREO, or the buyer simply liked the registration plates installed on the car for sale. However, there is one condition: you can leave the old numbers only if the car is registered in the same region where it was purchased.
Registration of purchase and sale
To complete the transaction, the seller and the buyer only need to draw up a car sale and purchase agreement in triplicate. One will go to the seller, two will be received by the buyer, of which one will need to be given to the traffic police registration department when the vehicle is reissued.
The contract can be written by hand in its entirety, filled in by hand, or completely typed on a computer and printed. Insurance
