Stopping and parking are very important in traffic rules. Indeed, in the modern world, there are more than enough violations of this kind, especially in megacities and large cities, when it is necessary to park a car, but there is nowhere to put it. And in order to avoid such mistakes, it is important to know the rules of the road.

Traffic rule number one

Let's start with generally accepted norms. First, you need to tell about where it is allowed to stop, and where is parking (parking). The traffic rules say that the driver can stop or park the vehicle on the right side of the road, and just drove to the side of the road... Features and exceptions

In addition, the traffic rules contain some explanations regarding this rule. So, it was mentioned that a truck is allowed to stop on the left side of the roadway, but only for the purpose of loading the car or, conversely, unloading it. This is possible, but only if this place is marked with a special sign "Beginning of the settlement".

This sign looks like a plate where the name of the settlement is written in black letters on a white background. But even then, you can not stop in all cases. On the left, it is allowed to stop only on a two-lane two-way road. And if the middle part of the roadway is not divided by continuous markings. In general, all this must be taken into account and be extremely careful so as not to create accidents, and not to be fined.

Rule number two

The next provision, which relates to the topic of stopping and parking (parking) in the traffic rules, states that a car can only be parked in one row, while it must be parallel to the edge of the carriageway... But there are exceptions. And these are just those situations when the driver does not have the opportunity to put the car in a different way. It is also allowed to park the car at the very edge of the sidewalk, located on the border directly with the carriageway. But this is allowed for drivers of cars and two-wheeled vehicles. It is worth paying attention to one nuance: the traffic rules state that if the carriageway separates the lawn from the sidewalk, then it is strictly forbidden to put transport there. Such cases are very common, because at the moment this is already being discussed. Vehicles cannot be parked on such sidewalks.

Recreation

Another point that should also be mentioned is rest. For this purpose, both parking and stopping are also provided. The traffic rules indicate that there are special sites for these purposes. This is actually the case. Prohibitions

Where you can't park

The rules for stopping and parking establish the following rules: it is forbidden for a long time (which is considered to be an interval of 5 minutes or more for cars) to park the vehicle outside the settlement on the carriageway, indicated by the sign “Main road” in the form of a yellow rhombus in a white frame, 2.1. And closer than fifty meters from the rails. That is, a parking lot is a deliberate stop of the car by the driver.

If he needs park for 5 minutes then it is a stop. Parking, you see, takes much longer. But, if the stop is connected with the embarkation or disembarkation of passengers or loading or unloading of cargo dragged on for a longer time, then there is nothing to worry about, therefore, you can stand.

When is parking and stopping prohibited?

Rule 12.7 stipulates that, even when completely stopped, you cannot open the doors in the car if this in any way could interfere with other persons involved in road traffic. And this applies not only to the driver. Passengers must also comply with this requirement. Otherwise, the whole the responsibility rests with the driver... Therefore, before leaving the car, the passenger must notify the driver. And only after his permission to leave.

First of all, this is important for taxi drivers and minibus drivers. Or rather, for their passengers. Often there are times when the driver has not yet had time to stop, but only slowed down due to which there was a traffic jam. In this case, he is obliged to let other cars pass, etc., while the passenger is already starting to get out of the car. For this, a fine is imposed on the driver.

The rules of behavior of the driver while the vehicle is parked

Clause 12.8 prescription states that the driver should not leave the vehicle without taking appropriate safety measures. That is, he must ensure the car is completely stationary. Apply the handbrake, switch off, remove the keys and lock the doors. This must be done even if you park for a short time.

The constant, uninterrupted movement of the vehicle is impossible: both the driver and the technician must rest. Or, in other words, switch to stop or stop mode.

We note only one important circumstance: the presence of both signs and markings is an incomparable boon for the driver. And all because they are a very visual way of regulating stopping and parking, and the car owner can personally be convinced of the correctness (or, unfortunately, incorrectness) of their actions.

However, the presence or absence of the previously indicated signs and markings does not yet exhaust the principles of stopping and parking, for which a special section in the traffic rules is allocated.

Section 12 of traffic rules: general principles of stopping and parking

The 12th section of the traffic rules is specifically devoted to the rules for stopping and parking (if they are not prohibited by the signs and markings already considered).

So, the driver needs to sacredly remember “ Golden Rule»: both stopping and parking are allowed on the right side of the road - on the side of the road.

Under any circumstances, the car owner, when planning parking, can do it right here (unless, of course, it is prohibited by other traffic rules).

However, in large and medium-sized settlements, the roadside, as a rule, is absent. In such cases, the Rules allow stopping and parking on the right side of the road - at the edge of the carriageway.

The driver must clearly understand that if there is a roadside and the ability to stop and park on it, he is prohibited from using the roadway for these purposes.

Such tactics will be a gross violation of traffic rules, and most often drivers commit it when driving outside the village. Thus, they not only form obstacles to the movement of other vehicles, but also contribute to the creation of an emergency situation in high-speed traffic conditions.

The rules provide for stopping and parking not only on the right side of the road. In two cases, it is allowed to park on its left side.... But both of these options are directly related to the road sections of the settlement.

1. Two-lane road (one lane for each direction) with no tram lines in the middle.

Stopping and parking on the left side of such roads, at first glance, looks unsafe. After all, leaving such a parking lot will be carried out from the oncoming lane. However, in a populated area - in conditions of the current speed limit - this danger does not seem so serious. But the need to find a parking space - on the contrary - looks like a rather urgent problem.

The requirement for the absence of tram lines in the middle of the road becomes quite understandable.

It is just that in this case it will be unsafe for the vehicle to leave the parking lot on the left side of a very wide road.

2. A one-way road.

The right to stop on the left side of a one-way road should not cause skepticism or rejection, because movement along the entire width of the carriageway is carried out in one direction.

True, drivers of trucks, whose maximum permissible mass exceeds 3.5 tons, must remember that in these conditions they are only allowed to stop and only for loading and unloading the vehicle.

As for the situation outside the built-up area, here any driver must refrain from stopping on the left side of the road, as well as from long-term parking (for a long rest, overnight stay, etc.) within the road. He should find a special parking area or drive off the road.

This requirement is intended to ensure maximum safety for both a standing vehicle and those moving on the road. In unforeseen situations, the shoulder can become a section, thanks to which a collision can be avoided by rebuilding on it. Therefore, it is desirable to be free on the side of the road outside the settlement.

But on the "Motorway" (5.1), for example, as on either M4, and "Road for cars" (5.3), stopping and parking, in general, are allowed only at special sites, which, in addition, should be marked with appropriate signs indicating the possibility parking.

Within the limits of such a road - both on the carriageway and on the side of the road - stopping and parking are strictly prohibited. This limitation is associated with the intensity of traffic on such sections of the road, and with them.

Vehicle location when parking

When positioning a vehicle in conditions of stop and parking, it is necessary to remember one more "golden rule": the vehicle is allowed to be parked only in one row and only parallel to the carriageway. The only exception to this rule is two-wheeled vehicles, which can be parked in two rows.

A different parking method is allowed only if it is indicated accordingly by the signs “Method of parking the vehicle”, as well as by horizontal road marking lines denoting parking “boxes”.

In this case, it is allowed to make stops and parking at an angle to the carriageway and even using the sidewalk space. But in this case, there must be an appropriate indication of the plate for this method of setting.

In these conditions, the driver must remember one more requirement: to put at an angle to the roadway or on the sidewalk. The rules only allow cars, motorcycles, mopeds and bicycles. It is prohibited to park other vehicles at an angle to the carriageway or using the sidewalk space.

Such parking methods are not available to all other vehicles. They may stop and park only parallel to the carriageway and only when this method is permitted.

Thus, the position of the vehicle when parking relative to the carriageway must be parallel, unless signs and / or markings indicate a different way of parking the vehicle.

Where it is prohibited to stop and park vehicles

Special cases of prohibition of stopping

Clause 12.4 of the SDA is devoted to cases when drivers are strictly prohibited from stopping (and, therefore, parking). All these cases, provided for by the Rules, have one common property: in such areas, stopping and parking is not safe.

1. Stopping is prohibited on tram lines and in the immediate vicinity of tram lines, if the stopped vehicle will create any obstacles to the movement of the tram.

The ban on stopping in such places is associated with the impossibility of continuing the movement of rail vehicles, because the tram will not be able to bypass the obstacle that has arisen on its rails.

2. Stopping is prohibited at level crossings.

It is unlikely that a sane person would object to the ban on stopping on railway tracks, which are a particularly dangerous section of the road. The driver should remember that the boundaries of the railway crossing are limited by barriers or signs "Single-track railway" (1.3.1) or "Multi-track railway" (1.3.2), installed at the entrance and exit from the crossing. It is here that stopping is prohibited.

3. Stopping is prohibited in tunnels.

As a rule, tunnel portals are not so wide, and stopping here will interfere with the smooth and safe movement of other vehicles. And the drivers themselves tend to drive through the confined spaces of the tunnels as quickly as possible.

4. Stopping is prohibited on bridges, overpasses, overpasses and under them (there is an exception).

The prohibition of stopping at artificial spans is determined by a number of circumstances:

  • limited space;
  • the danger of placing a large number of vehicles here, creating pressure on the supporting structures of the structure, etc.

The prohibition of stopping under such artificially created objects is conditioned by the same limited space.

However, the driver must remember an important exception to this rule.

If ON the bridge, ON the flyover, ON the overpass (but not under them) in this direction there are at least three lanes for traffic, then stopping and parking ON such structures are allowed.

5. Stopping is prohibited on sections where the distance between the stopped vehicle and the solid marking line (except 1.2.1), the opposite edge of the carriageway or the dividing strip is less than 3 meters.

Let's understand the intricacies of this provision.

The absence of a 3-meter interval between stopped vehicles and a solid line of marking makes it very difficult for others to bypass them without violating traffic rules. They will be forced to break the Rules.

The same circumstance applies in the case of the median strip and the opposite edge of the carriageway, when the drivers of other vehicles, both physically (due to the curb) and legally, will not be able to bypass a stopped vehicle.

6. Stopping is prohibited at pedestrian crossings, as well as closer than 5 meters in front of them.

The prohibition of stopping and parking at a pedestrian crossing is understandable: otherwise, it will interfere with the movement of pedestrians, who will take advantage of this section.

The required 5-meter distance in front of a pedestrian crossing should provide visibility to the driver of an approaching vehicle. In this case, a pedestrian entering a pedestrian crossing will not be an unpleasant surprise for drivers.

7. Stopping is prohibited on the carriageway in conditions of limited visibility (less than 100 meters in any direction).

This restriction of stopping and parking is introduced so that in difficult road conditions there are no obstacles on the roadway in the face of stopped vehicles. This circumstance significantly complicates the oncoming passing. But this rule only applies to.

Stopping and parking on the side of the road is not prohibited.

8. Stopping is prohibited at intersections of carriageways and 5 meters before and after them (with an exception).

The prohibition of stopping and parking at the intersections of carriageways is quite natural. After all, how will other road users move in this case?

A very important circumstance. Some drivers say that stopping and parking is prohibited. This is wrong: exactly at the intersections of carriageways and 5 meters before and after them. And this is essential!

Let's look at the next example.

Before us is a roundabout. It is formed by three intersections of carriageways. And stopping (with parking) at such an intersection is allowed, but subject to a 5-meter distance to each intersection.

It is important to note that there is one exception to this rule: at a T-junction with a solid marking line (or dividing strip) opposite the side passage, stopping and parking are allowed. Naturally, subject to the 3-meter interval to the solid line (or dividing line).

This exception is understandable. With a solid line (or dividing strip) at such an intersection, left turns and U-turns are prohibited. Therefore, a vehicle standing in front of a side passage will not interfere with the rectilinear movement of other vehicles.

Conversely, a dashed line at an intersection will create congestion and lead to congestion.

9. Stopping is prohibited at public transport stops (route vehicles) and passenger taxi stands, as well as 15 meters before and after them (there is an exception).

Such a restriction on stopping and parking is explained by the need for the unimpeded movement of route vehicles and passenger taxis.

As for the 15-meter distance before and after such places, this requirement is associated with the prospect of unhindered exit of such vehicles from the specified sections of the road.

If there is a “yellow broken line” marking (1.18), the driver must measure the prescribed 15 meters on each side of the marking line. And in the absence of markings - from signs 5.16 - 5.18.

The exception to this rule is as follows: drivers are allowed to stop at public transport stops and passenger taxi stands only if two conditions are met (simultaneously):

  • for embarking and disembarking a passenger;
  • provided that there is no interference with route vehicles and passenger taxis.

Therefore, it is not at all necessary when boarding and disembarking passengers at a bus stop. The main thing is not to interfere with the "minibuses" by dropping or seating passengers.

10. Stopping is prohibited in those places where a stopped vehicle will make it impossible for other vehicles to enter or exit, interfere with pedestrians, and also close traffic control devices (signs or traffic lights).

This prohibition is obvious.

For example, a truck driver has blocked the visibility of a No Stopping Sign for other drivers.

And this situation takes a very long time to deal with. There are many offenders here. Only this is how they manage to leave.

11. Stopping is prohibited on the cyclist lane.

Everything here is clear and without comment. This is a lane only for cyclists, and drivers of motor vehicles have nothing to do on it: neither for movement, nor for stopping or parking.

Special cases of prohibition of parking

According to traffic rules, parking is prohibited in places where stopping is prohibited. This circumstance is quite logical, because, as noted earlier, it is impossible to make a stop without first making a stop (at least for 5 minutes).

So, parking (as well as stopping) is prohibited:

1) on tram lines and in the immediate vicinity of tram lines, if at the same time a stopped vehicle will create any obstacles to the movement of the tram;

2) at level crossings;

3) in tunnels;

4) on bridges, overpasses, overpasses and under them (except for cases when ON the bridge, ON the overpass, ON the overpass (but not under them) in this direction there are at least three lanes for traffic);

5) on sections where the distance between the stopped vehicle and the solid marking line (except 1.2.1), the opposite edge of the carriageway or the dividing strip is less than 3 meters;

6) at pedestrian crossings, as well as closer than 5 meters in front of them;

7) on the carriageway in conditions of limited visibility (less than 100 meters in any direction);

8) at the intersections of carriageways and 5 meters before and after them (except for the case of parking at a T-shaped intersection with a solid marking line (or dividing strip) opposite the side passage);

9) in places of stops of public transport (route vehicles) and parking of passenger taxis, as well as 15 meters before and after them;

10) in those places where a stopped vehicle makes it impossible for another vehicle to enter or exit, it will interfere with pedestrians, and also close traffic control devices (signs or traffic lights);

11) on the cyclist lane.

Apart from these cases, parking is prohibited in two more sections.

1. Parking is prohibited outside the built-up area on the carriageway of roads marked with the sign "Main road" (2.1).

The ban on parking on such a section of the road is due to the high speed of movement outside the settlement. Especially if the movement is carried out on a main road. In such conditions, a vehicle standing on the roadway will be a clear obstacle. And if a short-term stop here is allowed, then parking using the carriageway is excluded by the Rules for reasons of elementary safety.

Therefore, outside the built-up area on the carriageway marked with the sign "Main road", parking is allowed only on the side of the road or outside the road.

2. Parking is prohibited in the 50-meter area before and after railway crossings.

Parking, like stopping, is prohibited at a railway crossing. This is out of the question. But parking cannot be carried out even at a distance of 50 meters before and after the move.

This prohibition is explained by the danger of this section of the road, located in the immediate vicinity of the railway tracks.

Actions of the driver and passengers when stopping and parking

When stopping or parking, the driver and passengers are prohibited from opening the doors of the vehicle if these actions interfere with other road users.

Agree, a textbook example and a very common mistake of both drivers and passengers.

In the event that the driver is going to leave the vehicle and leave it unattended, he is obliged to do everything possible to exclude the possibility of involuntary movement of the vehicle, as well as its unauthorized use.

Clause 1.2. Traffic rules contain a decoding of the terms "stop" and "parking". In addition, there is the concept of a forced stop. Unlike parking, it is unintentional, has a good reason and does not depend on the wishes of the driver. Parking methods

The first paragraph of clause 12.1. Traffic rules describe the classic way of parking. It can be used by drivers of any vehicle in any place where signs, markings or paragraphs 12.4. and 12.5. Traffic rules do not prohibit stopping and parking. A "parking pocket" is an extension on the carriageway used for parking vehicles near shopping centers, cinemas, government and commercial establishments and located on the side of the road. "Parking" sign with a plate 8.6.1. assumes a generally accepted method of parking a vehicle. Accordingly, such parking is intended for any vehicle. Plates 8.6.4. and 8.6.5. only apply to cars and motorcycles. Drivers of other vehicles must not park in any other way than the one indicated on the plate. This means that buses, trucks, tractors are prohibited from parking in this place.

So, a "pocket" marked with a "Parking" sign with signs 8.6.4. and 8.6.5., is used only for parking cars and motorcycles. In the event that the "pocket" does not have signs and marking lines indicating the method of parking, drivers of any vehicles are allowed to park them only parallel to the edge of the carriageway, along the sidewalk (plate 8.6.1.). Otherwise, there is a great risk of interfering with the movement of other vehicles.

Clause 12.2. The rules regulate another atypical way of parking a car, namely by driving onto the sidewalk. However, several conditions must be met simultaneously in order to use it.

Firstly, the sidewalk must be marked with a "Parking" sign with signs 8.6.2., 8.6.3., 8.6.6., 8.6.7., 8.6.8. or 8.6.9., which assumes the possibility of parking with full or partial access to it. In a situation where the sidewalk is familiar 6.4. is not indicated, the driver cannot independently decide whether he is suitable for parking or not, which means that parking in such a place is prohibited.

If there is an installed "Parking" sign with a sign on the sidewalk 8.4.7. parking is allowed for bicycles and mopeds. Drivers of motorcycles, cars and other vehicles are prohibited from parking on such a sidewalk.

According to the aforementioned clause 12.1. Traffic rules stopping and parking on the left side of the road is possible only in settlements in two specially stipulated cases.

The origin of these requirements is quite simple. Typically, to park on the left side of the road, the driver needs to cross the path of oncoming vehicles. Obviously, on one-way roads, which are often found in the city and never outside the city, there are no oncoming vehicles. Accordingly, the width of the road and the number of lanes are not at all important. However, it should be remembered that on such roads, trucks with a GVW of more than 3.5 tons can park on the left only for the purpose of loading or unloading.

The safety of approaching the left edge of two-way roads depends on the number and speed of oncoming vehicles. Provided that oncoming vehicles are moving at a low speed, typical for urban conditions, and are in the same lane, such a maneuver can be performed without the threat of a head-on collision. The risk of an accident increases significantly on a multi-lane road or when participating in traffic other than trackless tram vehicles.

It is possible to stop and park at the left side of the road if the right side is completely occupied by vehicles left in the parking lot or if there are signs prohibiting stopping and parking on it. The effect of such signs applies only to the side of the road where they are located.

Clause 12.3. informs about long-term parking or overnight stay on roads outside of settlements. Due to the fact that country roads are poorly lit, and traffic along them is carried out at a sufficiently high speed, the risk of collision with a vehicle parked on the side of the road increases significantly. That is why a requirement was developed to remove cars and other vehicles off the road for long parking or overnight stay.

Prohibited parking and stopping places

There are many situations that prohibit stopping. A list of them is contained in clause 12.4. SDA. It implies a ban not only on stopping, but also on parking, which is impossible without first stopping. Three reasons stipulate the restrictions listed in clause 12.4., Namely:

  • a parked vehicle must not impede the movement of other vehicles;
  • should not pose a threat to traffic safety;

Parking is also prohibited in places where the distance between a stopped vehicle and a solid marking line, as well as a dividing strip or the opposite edge of the carriageway is less than 3 meters. This allows you not to force other road users to violate traffic rules. Clause 12.8. The traffic rules provide for such precautions that the driver must take care of when leaving his car. Wrong parking penalty

Stopping and parking in prohibited areas is one of the most common violations of the Rules. The reason for this lies not only in the carelessness, irresponsibility and illiteracy of the drivers. Article 12.19. The Code of Administrative Offenses, consisting of eight parts, considers violations of the rules of stopping and parking. She provides for a punishment in the form of a warning or a fine from 500 to 3000 rubles. Parking in the parking areas for disabled vehicles is subject to fines of 5,000 rubles. Only those cars that have the "Disabled" mark can use such places. To install it, you need to obtain permission from the traffic police. Articles 12.16.4. and 12.16.5. In some regions, local laws may prohibit such actions as parking the vehicle on lawns and playgrounds, washing cars in inappropriate places, etc. The punishment for such violations may differ depending on the region. So, for example, in Moscow article 4.18.2. The Code of Administrative Offenses punishes motor vehicles for damaging green spaces, including lawns, in the form of a fine from 4,000 to 4,500 rubles. Another type of punishment is the detention of an incorrectly parked vehicle and its forced evacuation to a parking lot or blocking the wheels in the parking lot. Vehicles parked in violation of the requirements of Articles 12.16.4., 12.16.5., 12.19.2, 12.19.3., 12.19.3-1., 12.19.3-2., 12.19.4., 12.19.6. Administrative Code may be punished in the form of evacuation to a parking lot.

Information that the vehicle was sent to the parking lot must be provided either by the traffic police officers working at the place where it was left, or by the specialists of the on-call department of the relevant department of the State Traffic Safety Inspectorate, or by the employees of the evacuation service by the reference phone. After making appropriate inquiries, as well as presenting a passport, license, documents for the vehicle and payment of a fine, evacuation and storage services, the owner will be able to obtain a written permission to receive the vehicle.

It is worth paying attention to such important facts. Evacuation is prohibited if there are people inside the vehicle, or if the driver showed up before the vehicle was loaded. In the latter case, the fine will still have to be paid. In addition, before evacuation, a protocol on the arrest of the vehicle and an act containing a description of all damage to the vehicle must be drawn up. The owner has every right to demand compensation for damage caused if his vehicle received new damage and defects not reflected in the act during loading, unloading or transportation. After the owner of the car appears and the violation is registered, it must be immediately returned to the owner or his authorized representative.

It is important to tackle these concepts in advance in order to avoid mistakes when using the vehicle. There are special signs that indicate places where parking, stopping is prohibited for some reason.

Parking signs

It is important to follow as closely as possible all the signs that were used to indicate the corresponding places. It will be necessary to familiarize yourself with all of them in advance.

This is the only way to avoid the evacuation of the vehicle, as well as a fairly substantial fine. The main signs that are used in this case are signs No. 3.34 and 3.28.

It is important to understand how the corresponding signs differ:

  • if there is a sign No. 3.27 (in the old version of the SDA it is denoted as 3.34), it is not allowed to stop and park;
  • at the same time, sign # 3.28 allows a short stopover.

In addition to the sign, there are also several types of different markings, in the presence of which it is also not allowed to stop and park. It is important to work out this moment in advance. Certain road infrastructure objects do not allow stopping.

These objects today primarily include the following:

  • bridges;
  • level crossings - and many maneuvers are prohibited near such objects;
  • closer than 5 meters from a turn or a pedestrian crossing;
  • some other places.

It is also possible to park on the sidewalk - but only in certain cases. It is important to note that movement can be carried out on foot only in the area marked with a sidewalk sign.

In the courtyards of residential buildings

The issue of parking in the courtyards of residential buildings is especially acute. Parking itself is possible, but only if a number of conditions are met. There are many nuances.

  • there is no road markings.

At the pedestrian crossing

Placing a vehicle near a pedestrian crossing (not a stop, but a parking lot) is not allowed. The minimum distance at which it will be possible to mark a car near this road infrastructure facility is 5 m. There are simply no alternatives.

At a public transport stop

Parking at public transport stops is not allowed. Only a stop for loading or unloading passengers is allowed.

Moreover, this ban applies not only to ordinary drivers, but also to managers of public transport. At the same time, stopping is allowed only in one case - if the car does not interfere with the passage of the rest of the transport.

It is important to note that such rules apply only if there is no 3.27 sign. This prohibits any kind of stopping. Including for the implementation of the process of disembarking passengers.

At the same time, there are situations when, even when stopping with a similar violation, a fine and other punishment is not expected.

These include primarily the following:

  • poor health of the driver - for example, if his heart suffers or it darkens in his eyes;
  • a maneuver was carried out to prevent an accident - if the vehicle for some reason made it into the oncoming lane;
  • car breakdown - an emergency stop is required.

But it is worth remembering that in all these cases, there must be a stop. After that, the driver must install an emergency stop sign.

On the roadway

This moment is regulated by clause 12 of the SDA. According to this, it will be possible to stop only in the following cases:

  • place the vehicle on the side of the road from the opposite side - if there is none, then on the roadway closer to the edge of it;
  • it can be placed on the opposite side of the road only if it is carried out in settlements with one lane in each direction;
  • it will be necessary to put the car in one row - parallel to the roadway;
  • exceptions are made for two-wheeled vehicles - they can be left on the carriageway in 2 rows.

If there is a need to stop for a long rest outside the village, then this should be done only at specially equipped sites for this.

Any exceptions to this rule are simply not allowed. The main sign that determines the method of stopping and the method of parking is №6.4.

In addition, parking in the considered manner cannot be carried out in the absence of compliance. Otherwise, some troubles and difficulties may arise. It is best to disassemble all those in advance.

This is the only way to avoid standard mistakes - which are made by drivers. Which leads to fines, as well as other difficulties and problems.

At garbage containers

Traffic rules establish an extensive list of nuances associated with the location of the vehicle. All of them will need to be familiarized with before stopping.

Separately, it should be noted the movement within the city. Dumpster parking is also not permitted. A certain distance limit has been set.

The main reason for this is that a distance must be maintained to allow the garbage truck to drive up to load the garbage.

In case of violation, a fine will be imposed. Its sum will be 500 rubles th. The basis for the appointment of a fine is clause 4 of Art. No. 12.19 of the Administrative Code of the Russian Federation.

The introduction of the terms "stopping" and "parking" is made in Chapter 1, Article 1.2 of the SDA. According to this document:

  • a stop is an intentional interruption of further movement for a period of up to 5 minutes or more, if an increase in the time interval is necessary for embarking / disembarking passengers or loading and unloading operations. That is, the stop is made solely to conduct certain actions;
  • parking is also called an intentional stopping of movement for a period of more than 5 minutes. Moreover, the termination of movement in this situation is in no way connected with the loading / unloading of the vehicle or the embarkation / disembarkation of passengers.

What is the difference between a stop and a parking in traffic rules

Many, especially novice drivers, constantly confuse these two concepts, which leads to an incorrect interpretation of traffic rules, and as a result, the occurrence of many emergency situations.

To clearly distinguish between a stop and a parking, you need to know the main differences between the two concepts:

  • the first difference is the timing of the maneuver. Stopping is made for a short period of time (up to 5 minutes), while parking is a longer maneuver. However, a stop can also be made for a longer interval, if in a limited period of time they do not have time to complete all the actions provided for by the rules;
  • the second difference is the purpose of the maneuver. Parking can be done for any purpose (going to the store, leaving the vehicle at night or working hours, visiting a doctor, and so on). A stop is made with only two purposes: 1 purpose is the embarkation or disembarkation of passengers at the destination and 2 purpose is the loading or unloading of goods.

It should be borne in mind that any parking in the first stage is a stop. For this reason, the same rules are established for the two considered maneuvers.

Signs and their area of ​​action

When performing any kind of maneuvering, including stopping and / or parking, you should first of all be guided by road signs. A detailed description of the signs is indicated in Appendix 1 to the traffic rules.

All signs are subdivided into several groups:

  • prohibitory signs, that is, signs that categorically prohibit the performance of any action;
  • warning signs (signs that warn the driver about a possible danger);
  • priority signs are used to determine priority movement;
  • prescriptive signs, information signs, etc.

To consider the issue of the rules for parking and stopping motor vehicles, all signs can be conditionally divided into prohibiting and permissive.

Permissive

Signs permitting stopping and / or parking include:

Parking (sign number 6.4)

This road sign is installed in front of the entrance to a special area, which, in accordance with the scheme of the settlement, is set aside for parking.

The coverage area of ​​this sign is limited to the perimeter of the parking area. Parking can be either paid or free. A turnstile is usually installed before entering a paid parking lot.

It should be borne in mind that in the coverage area of ​​this sign, the territory, as a rule, is divided into separate parking boxes, limited by solid marking lines.

In some boxes or at the entrance to the line of boxes (on a pole) a sign "Disabled" may be installed.

This means that these parking spaces can only be occupied by disabled drivers who have supporting medical documents.

If such a box is occupied by another driver, then this will entail the imposition of an administrative fine.

Regulated parking area (5.29)

This sign marks a section on the roadway where you can stop, including for a long period of time.

The sign is valid until the sign of the end of the regulated parking zone (5.30), regardless of the presence / absence of intersections. Additionally, the considered signs can be supplemented with plates indicating the correct location of the car on the roadway in the coverage area.

If the car is not parked as indicated on the plate, then the driver is subject to administrative punishment.

Resting place (7.1)

The sign is installed outside the village and designates the zones that are intended for the rest of drivers (passengers).

Prohibiting

Where is it prohibited to stop and park vehicles under traffic rules? Prohibitory signs include:

  • stop is prohibited (3.27). This sign prohibits both stopping and parking. The sign does not apply to route vehicles and cars used by the driver as a passenger taxi. The coverage area within an inhabited locality is limited by the nearest intersection, and outside the locality - by an intersection (if any) or together with the end of the village boundaries. The second option for the end of the zone of action of road sign 3.27 is a sign of cancellation of the prohibition of all restrictions (3.31);

  • no parking (3.28). The requirements of this sign can be violated by drivers who are disabled of I or II groups, taxis, provided that the taximeter is working, which determines the size of the fee, cars belonging to the Russian Post (the car must have a white stripe located diagonally against a blue background). The validity of the sign extends to the territory up to the nearest intersection (outside the settlement), to the end of the settlement (in the settlement), to the sign of canceling restrictions (3.31) or to the end of the distance indicated on the plate located below the main prohibition sign;

  • parking is prohibited on odd days of the month (3.29). As in the previous case, the effect of the sign does not apply to disabled drivers, taxis and auto postal services. The coverage area is to the intersection or the end of the settlement, to the cancellation sign or the expiration of the specified distance;

  • stop is prohibited for even numbers (3.30). The area of ​​validity of the sign and the existing exceptions are completely similar to signs 3.28 and 3.29.
  • Additionally, you must submit:

    • sign 3.31, which cancels all restrictions imposed by other road signs;

    • rules

      Detailed rules for performing maneuvers such as stopping and parking are discussed in chapter 12 of the traffic rules.

      In the town

      It is allowed to park the car in the city, if there are no prohibition signs and other restrictions are not provided for by the traffic rules, on the right side of the road and on the left side of the carriageway, if the following conditions are met:

      • the road has one lane for traffic in each direction;
      • the carriageway is not separated by tram lines;
      • in one-way traffic.

      It should be remembered that these rules apply exclusively to cars and trucks weighing up to 3.5 tons.

      Vehicles with a larger mass have the right to stop on the left side only for unloading and / or loading.

      The ways of setting up a car are determined by the following rules:

      • road transport is allowed to be parked in one row parallel to the carriageway, if there are no signs indicating the correct placement of transport and the corresponding road markings;

      • two-wheeled vehicles can be parked in two rows;
      • cars, mopeds, bicycles and motorcycles can be placed on the edge of the sidewalk if it borders on the roadway.
      • It should be remembered that there are separate zones in which the execution of the "stop" and "parking" maneuver is limited, regardless of the presence / absence of prohibition signs.

        On the bridge

        Stopping and, accordingly, parking is prohibited on bridges if there are less than 3 separate lanes in each direction of traffic.

        Similar rules apply to such sections of the road as:

        • overpasses;
        • overpasses;
        • tunnels.

        Additionally, restrictions are imposed on stops and parking under these structures, since insufficient visibility can cause an emergency.

        At or in front of a public transport stop

        Stopping / parking is prohibited in places where public transport stops, including light taxis, as well as at a distance of 15 m to the indicated zones or in places indicated by the sign of the presence of a stop complex.

        An exception is the embarkation / disembarkation of passengers, provided that this maneuver does not interfere with fixed-route taxis and other vehicles.

        On Pavement

        Parking and stopping are not permitted on sidewalks if this would interfere with the free movement of pedestrians.

        In extreme cases, it is allowed to stop at the edge of the sidewalk and then only for a certain type of vehicle (two-wheeled vehicles without side trailers and cars).

        At the crossroads

        Another area of ​​the ban is the crossroads of highways. The considered maneuvers are not allowed to be performed both at the intersection itself and at a distance of 5 m before it.

        An exception is the opposite side of the carriageway, provided there are more than three traffic lanes and / or a dividing strip.

        Additional restrictions are imposed on stopping on tram tracks and near these objects, if a standing car will interfere with the passage of trams and close signs, traffic lights and other important factors for assessing the traffic situation.

        Crosswalk

        For the unimpeded movement of pedestrians, the rules introduced a restriction on parking / stopping at pedestrian crossings and a distance of 5 m to them.

        These rules make it possible to reduce the number of accidents involving pedestrians, since a sufficient visibility zone for both the driver and the person crossing the carriageway is an additional guarantee of protection.

        Outside the settlement

        Outside the boundaries of the settlement, stopping / parking is prohibited in all the previously indicated places, as well as on the edge of the carriageway.

        Long-term parking, for example, for the purpose of overnight stay, is allowed only in specially equipped places (zone of action of the sign “Resting place) or outside the carriageway.

        Stopping (parking) outside the boundaries of any settlement is also prohibited on dangerous sections of the road, provided the visibility is less than 100 m. As a rule, such sections are indicated by signs indicating the direction of dangerous turns.

        Separate requirements apply to a stop (parking) that takes place on motorways. Since the maximum speed of movement on these sections of the road has been increased (up to 110 km / h), the level of danger also increases.

        In this regard, stopping and parking on motorways is allowed only in specially designated places, indicated by permissive signs.

        On the sidelines

        The possibility of stopping and / or parking on the side of the carriageway is determined by other rules discussed earlier in this article.

        It all depends on the specific area (settlement or other section of the route) and additional conditions (presence / absence of signs, direction signs, and so on).

        At railway crossings

        Another high-risk area is level crossings. According to statistics, about a third of all road accidents occur on these sections of the road.

        To reduce the number, it was decided to introduce a ban on stopping / parking vehicles in the following zones:

        • directly at the railway crossing;
        • at a distance of 50 m before and after the move (only parking is prohibited.

        A short stopover for the purpose of disembarking or boarding passengers is permitted by the rules).

        The definition of a railway crossing zone is carried out:

        • by signs (single-track and multi-track railway);

        • by barriers (if any).
        • For invalids

          Due to the difficult life situation, namely health problems, some categories of drivers who are disabled of groups 1 and 2 have some concessions in the rules.

          Drivers of these categories have the right to stop and make long-term parking in the area of ​​action of road signs 3.28, 3.29., 3.30 (parking is prohibited, parking is prohibited on odd numbers, parking is prohibited on even numbers, respectively).

          In addition, special parking spaces are allocated for disabled drivers. Such places can be marked:

          • road markings;

          • a sign placed near the area.
          • In some large cities, near socially significant facilities, parking lots are located, which are intended exclusively for drivers with disabilities. These parking areas are marked with special signs.

            It should be remembered that these privileges can only be used by those drivers who have the appropriate medical certificate.

            For trucks

            For trucks, the same stopping and parking rules apply as for cars. Automobile transport of this type must not stop and / or park at pedestrian crossings, in tunnels, at a bus stop, and so on.

            An exception is the left side of the road, which can be used by trucks to stop solely for loading and unloading operations in a short period of time.
