A new position has appeared in the presidential administration: Kiriyenko’s adviser on working with social networks. The direction of the blow is clear: after young people took to the streets, inspired by Navalny’s posts, there was a demand for people who know how to work with social networks.
Well, or they position themselves that way. The first experiments of the Kiriyenko team ended in failure: both a naive and funny video about Navalny - Hitler, and a shameful video of the former Leningrad soloist Alisa Vox, who, in the image of a sexy teacher, urged young people not to go to rallies.
And so the head of the Presidential Administration, Anton Vaino, signed an order appointing Maksut Shadayev as Sergei Kiriyenko’s adviser on working with social networks.
According to the popular telegram channel Nezygar, Shadayev was previously considered for the position of deputy head of the Public Projects Department, but did not pass the test. Which is understandable - in terms of the degree of involvement in public scandals, Shadayev is probably in the top ten.
Maksut Shadayev has always been considered a representative of Leonid Reiman’s clan. Shadayev has been working with Reiman since 2004, when at the age of 25 he became an adviser to the Minister of Communications. They say that the answer to success lies in the friendship of Shadayev’s father with Reiman. At the Ministry of Communications, Maksut headed the department of government programs and development and was responsible for the Electronic Government project.
With the arrival of Igor Shchegolev in the ministry in 2008, the entire clan was purged, and Shadayev went to work in the Presidential Administration as an assistant to its head Sergei Naryshkin. At the same time, Reiman became an adviser to President Medvedev and was involved, among other things, in the activities of INSOR.
In 2010, Reiman was voluntarily dismissed from the post of presidential adviser, as they said, due to a critical mass of compromising evidence. As follows from parliamentary inquiries in 2011, Reiman was accused of being engaged in commercial activities in the civil service, and Shadayev, in fact, even allegedly managed offshore companies managing Reiman’s property. Reiman and Shadayev were also accused of owning a 31 percent stake in Megafon and in 2008 selling this stake to Usmanov for $4 billion.
In 2011, Shadayev was involved in a criminal case regarding the misuse of 21 billion rubles for the Electronic Russia project.
True, there was talk that the charges and criminal cases were part of the campaign against Reiman, which was then led by Igor Shchegolev and Sergei Ivanov. It is impossible not to take into account the fact that during this period Shadayev was lobbied for the position of head of a new department - the Federal Agency for Informatization (which was never created). It was the new agency (including Reiman’s team) that was supposed to take away significant projects from Shchegolev and Rostelecom.
There were no serious consequences for Shadayev. In 2012, he went with Naryshkin to work in the State Duma and became an adviser to the speaker. Since 2013, he has been collaborating with Andrey Vorobyov and moved to work as the Minister of Information Technology of the Moscow Region in 2014. In 2016, he became Deputy Chairman of the Government of the Moscow Region.
Shadayev's appointment to Kiriyenko's team is symbolic. The very appearance of Shadayev in the Kremlin means a public signal to weaken the position of presidential assistant Igor Shchegolev.
In recent years, the Shchegolev-Zharov-Malofeev combination has achieved many restrictions in the development of the Internet, caused serious tension in the dialogue with society, and formed a negative view of Russia in the world. The activities of Roskomnadzor are often questionable from the point of view of effectiveness, and, to put it mildly, strange projects for creating a national search engine, a national messenger, a national operating system that have not been developed, the protection of personal data, the introduction of the so-called “right to be forgotten,” the war with messengers, the creation of an operator big data - all this is not the best achievement of the Shchegolev team. And Mr. Shchegolev took a fair part in the creation of the notorious “Yarovaya package”. This probably led to serious dissatisfaction among telecom operators with the activities of the presidential assistant.
But even greater dissatisfaction is caused by the fact that the strategy pursued by Shchegolev actually led to problems in the development of the telecommunications industry itself. As they say, the presidential assistant had a serious and insurmountable conflict with the Ministry of Telecom and Mass Communications and Minister Nikiforov. As they say, Shchegolev has a serious conflict with Kovalchuk and Chemezov.
Recently, Shchegolev has lost serious positions in the Kremlin. Which, according to knowledgeable people, is connected with the loss of “patrons” - Shchegolev was always considered a favorite of Yevgeny Primakov (he was the personal press secretary of the former prime minister), who always lobbied for him in power, and was considered an ally of Sergei Ivanov, also a member of the Primakov clan.
A few weeks ago, there was talk that Shchegolev-Klimenko-Zharov allegedly had serious problems, all of them were under threat of resignation. By the way, the intensification of discussions about closing the Telegram messenger, the initiation of bills to prohibit anonymous communication, control over instant messengers, passport registration on the Internet - all this is an attempt, as they say, by some people to stay in their seats, to change the agenda.
Against this background, Shadayev’s appointment is a clear signal for change.

RT Labs, a Russian system integrator part of Rostelecom, announced the appointment Maksuta Shadayeva for the position of General Director. On it he will replace Mikhail Bondarenko, a company since April 2015. Maksut Shadayev will combine his new position with the position of Vice President of Rostelecom for digital platforms, which he has held since September 2018.
Shadayev will be responsible for the implementation of the company’s strategic objectives and projects in the areas of e-government, education, medicine and geodata.
“The operation and development of e-government, regional informatization, as well as the promotion of key solutions for digital medicine, for which RT Labs is traditionally responsible, largely form the foundation of the Russian digital economy,” noted Maksut Shadayev. “One of the most important strategic tasks is to maintain these and build up new business areas in the interests of Rostelecom and the development strategy until 2022.”
RT Labs, a subsidiary of Rostelecom, is engaged in system integration and the implementation of a full cycle of work in the implementation of infrastructure projects in the interests of government agencies and corporate clients.
