From January 1, 2019, in accordance with Rosstandart order 555-st, a new GOST "Signs of state registration vehicles" is being introduced. According to the document, ten new types of license plates will appear in Russia.

The format of the numbers will remain the same - M 000 MM 55, where the last two digits mean the area code. Motorcycle license plates will be reduced in size: their size will be 230 × 125 mm (today, motorcyclists are forced to use adapters to attach plates that are 15 mm longer and 60 mm higher).

GOST and numbers for mopeds are introduced. They are identical in size to motorcycle ones, but have the format MM 000 AA 55. Such numbers are intended for scooters that are subject to state registration (with an engine of more than 50 cc).

For cars and trucks, a new non-standard rear license plate size appears: it is two-line, and its dimensions are 290 × 150 mm versus 520 × 112 mm for the standard license plate. Such plates should fit into the "native" places of cars from North America and Japan.

New types of rooms appear in GOST. The first ones are intended for classic motorcycles, cars and trucks, they are planned to be installed on vintage cars. Their sizes correspond to the standard ones, but on the left there is a separate cell with the letter "K", and the number itself has the format MM 000 55. The license plates for sports cars have a similar format.

There are also technical changes: for example, each blank for a number must have a unique 12-digit number. Car owners will now be able to drill additional holes in the license plates, the main thing is that they do not touch the symbols, the Russian flag and the RUS inscription.

The new GOST "Signs of state registration vehicles" will take effect from January 1, 2019 in accordance with the order of Rosstandart 555-st. The development of the document began in 2016 at the initiative of the Scientific Center for Road Safety of the Ministry of Internal Affairs of the Russian Federation.

What are the changes that will come into force on January 1, 2018

The main changes that will take effect in 2019 will be as follows

  1. Residents of the Russian Federation, who own foreign motorcycles, will be able to get a reduced-size license plate 190x145 mm, because Russian numbers with a size of 245x160 mm are rather difficult to establish due to their dimensions.
  2. Special numbers for American and Japanese cars will begin to appear. These signs will be 290x170 mm in size, and they can be installed in the same salon in which the foreign car was purchased.
  3. License plates will be created especially for moped owners. They will be the same size as the smaller motorcycle versions, but the signs will be different.
  4. Owners of ATVs that are not intended for driving on ordinary roads will be enriched with their own license plates. They will also be the same size as the smaller versions of the motorcycle license plates.
  5. To highlight vintage cars, new numbers will be introduced, which will begin with the letter "K", which will mean "classic"
  6. Also, special numbers will be introduced for sports cars - they will start with the letter "C", which will mean "sport".

The State Duma discussed the introduction of license plates for bicycles and electric vehicles, but they were never adopted. Also, the new German fonts, which were discussed by the authorities, were not accepted.

The next 2019 for the citizens of the Russian Federation will be a year of changes: new pension legislation will come into effect, the amounts of some social payments will change and new taxes will appear. In addition, car owners will have to face some changes.

This time, we are not talking about changes in the rules of the road, but about a new format for license plates, which will be mandatory for all vehicles of a certain type. At the same time, no radical changes are expected - the government decided only to adjust the current GOST. So already from January 2019, state signs on cars and motorcycles will be installed in a new size and shape.

Why and from what date are there changes?

There are several reasons why Rosstandart is establishing a new format for numbers. First, the Russian Automobile Federation of the Russian Federation has long been talking about the need to introduce a special sign for classic vehicles. Its representatives have already begun to develop special rules governing the movement of these funds. And in order to put these rules into practice, you first need to establish new principles for registering classic vehicles.

For imported motorcycles and cars, the signs are reduced due to the fact that the domestic number is larger than the area provided for its installation. But in 2019, drivers will not have to bend the number or resort to adapters, since the new format will fit perfectly into a standard plate.

In addition, the line of registration numbers is narrowing more and more every year, and unique ones may end very soon. Therefore, it urgently needs to be expanded for some types of vehicles.

Is it obligatory to replace the numbers?

The project to update the GOST license plates began to be developed two years ago, but only from January 1, 2019 it will come into force. The installation of new types of state signs will be mandatory for all categories of vehicles that have been affected by the changes, in particular, old cars, sports and classic models, American and Japanese cars, as well as mopeds and motorcycles.

Latest news: what will change?

  • The signs of retro cars, as in the case of standard cars, will be marked with the letter "K" - classic. A line will separate it from other symbols. The innovation will affect both passenger and cargo vehicles.
  • Sports cars will have the letter "C" on their license plates - sport. It will also be located in front of the numbers and will be endowed with a line from them.
  • According to the new standards for foreign vehicles (Japanese and American cars), the size of the sign will be reduced to 290x170 mm.
  • Owners of foreign motorcycles will install numbers of 190x145 mm, while now 245x160 mm are used. The same signs will become mandatory for mopeds and maxi-scooters with engine displacement exceeding 50 cc, as well as for ATVs, but with a slightly different structure.
  • Also, after production, each sign will be assigned a special non-repeating code consisting of 12 characters. It will encrypt information about the manufacturer, release date, sale, and so on.
  • According to the new GOST, vehicle owners will be able to drill additional holes on license plates. The main condition is that they do not go to the flag icon, numbers, letters and the RUS code.

The amendments, developed by representatives of the Ministry of Internal Affairs of the Russian Federation, imply a reduction in the size of registration plates for motor vehicles, and owners of American and Japanese cars will also be able to obtain similar rear numbers. Another change may presumably be the own state signs of retro and sports cars.

The Research Center for Road Safety Problems has initiated the development of a new version of the state standard for license plates, Kommersant reports with reference to the head of the center Oleg Portashnikov. He noted that one of the problems is the too small area for the rear plate on motorcycles of foreign production (245 mm x 160 mm). The used frame adapters do not have sufficient reliability: it is not uncommon for signs to bend and break off due to the wind flow at high speed. The new edition assumes that the "motonomers" will be close to Western standards.

Revision of GOST is also possible for cars of Japanese and American origin, since many of them have non-standard places for fixing numbers. It was proposed to allow car owners to make additional holes in the signs, as well as for foreign cars they can make rectangular rear numbers for their standard mountings.

Special numbers may appear for cars participating in competitions and vintage cars. They will allow the former to drive on public roads during the rally, and the latter to operate under special conditions, for example, to leave only on weekends, stay away from highways, within a certain distance from the owner's place of residence, and others.


The sketches of new numbers developed in the Russian Automobile Federation were sent to the Ministry of Internal Affairs. The department noted that the revision of GOST-50577 is included in the standardization plan for 2017. The approval of the national standard will presumably take place in October 2018, and in 3 - 18 months after that, the document should come into force.

In the summer of this year, the portal "Kolesa.ru" reported that. According to the initiative, the department should only assign a number, and each car owner will make it in specialized workshops at his own expense.

Car license plates (or simply numbers) are means for registering a car, motorcycle, special-purpose equipment, trailer or other vehicle on the territory of the Russian Federation and look like special signs consisting of alphabetic and numeric symbols, applied, as a rule, on a metal plate (although there are exceptions) or on the vehicle itself.

According to the rules, the license plate must be installed on the front and rear of the vehicle. The only exceptions are motorcycles and trailers, which must have a license plate only at the rear.

License plate format

Most of the license plates currently used in our country are made according to the 1993 standard (GOST R 50577-93). Slight deviations from this standard have registration numbers belonging to route vehicles, vehicles of the Ministry of Defense, Ministry of Internal Affairs and Ministry of Foreign Affairs, as well as numbers of trailers, motorcycles and equipment working in construction.

The number of symbols on the numbers made according to the standard is 3 letters and then 3 more numbers. Letters are the series of the license plate, and the numbers are its number. The license plate may not have any letter from the Russian language: only those Cyrillic letters that have analogues in the Latin alphabet - A, B, E, K, M, H, O, P, C, T are allowed to be applied to the vehicle identification plate , У and Х. On the right of the standard number, a separate quadrangle is highlighted, in which there are: below - the flag of the Russian Federation and the abbreviated name of our country in the English version (RUS), and above them - the numerical index (code) of the region of the Russian Federation where this vehicle was placed on accounting. All numbers on the registration plate are larger than letters.

Regional registration plate codes

According to traffic rules, all vehicles must be properly registered. Each subject of the Russian Federation (region, territory, republic, as well as Moscow and St. Petersburg) has its own numerical code, which is common for all vehicles registered within this subject. The number of sets of numbers that a certain region can have is limited and, according to GOST, is just over 1.726 million pieces. Numbers consisting only of the digit "0" do not exist.

In the first years after the introduction of new numbers, only numbers from 01 to 89 were used to designate regions (this is the number of subjects in Russia at the beginning of 1993), but every year the number of registered vehicles increased, and numbers with possible combinations of letters and numbers began to be missed. To "plug this gap", in 1998 they began to use numbers that began with "9", but they soon ended. In 2005, three-digit regional indices were introduced.

After the start of the new GOST, old-style registration plates were not withdrawn from circulation, and you can still find cars with Soviet-era license plates on the roads. These are white license plates containing 3 letters and 4 numbers (1980 samples) and black numbers with 4 numbers and 3 letters (1958).

Types of license plates of the Russian Federation

Vehicle registration plates. As already noted, the new GOST began to operate in 1993 and assumed a license plate format containing a letter, 3 numbers, then 2 more letters and a region code. A year later, the Russian flag and the inscription “RUS” appeared on the number (although, in some regions, the numbers of the 1994 model began to be issued only with the onset of the 2000s).

Until mid-2008, a license plate belonging to a truck or bus transport, without fail, had to be duplicated on the back of the vehicle in large letters and numbers. This requirement is not mandatory at this time.

Trailer license plates. The format of such a number is 2 letters followed by 4 digits. Just like with trucks, until mid-2008 it was mandatory to duplicate the number plate on the rear side of the trailer, but now this rule has been canceled.

Registration plates for motorcycles, mopeds, scooters and motonart. It should be made of a square plate with reflective properties, on which 4 numbers are applied on the top line and 2 letters on the bottom line. In addition, at the bottom right is the region code, and a little higher - the abbreviated name of our country in English (RUS).

Registration plates of tractors and their trailers, as well as other agricultural, road-building and self-propelled equipment. The format of the number practically does not differ from the previous paragraph (motorcycles): a reflective square with 4 numbers (in the upper line), 2 letters (in the lower line) and the region index in the lower right corner.

Transit registration plates- intended for vehicles that have been removed from the register or are not yet registered with the traffic police. The modern format of such a number is 2 letters, then 3 numbers and then 1 more letter. These numbers and letters are applied on thick paper, which has the property of a background glow in the "ultraviolet". This is done so that the protective fibers that confirm the authenticity of the license plate are visible. For the same purpose, a hologram sign is placed in the upper left corner. Since this number is made of paper, it is laminated on both sides for durability.

The modern format has replaced the old transit numbers. These square-shaped paper license plates were placed under the vehicle's windshield and rear windows. The old transit license plates had to be replaced, as they were “invisible” for cameras with automatic registration of violations introduced into wide circulation. And the tinted glass also made such a number worse readable.

License plate for vehicles that irrevocably leave the borders of the Russian Federation. These registration plates are intended for vehicles that are exported from Russia. The license plate format is 2 letters followed by 3 numbers, and the letter "T" is placed on the left side of the number.

License plates for registration of vehicles belonging to the Ministry of Internal Affairs of Russia. The standard for such a room appeared in 2002. The number has a blue background, and the following are applied to it in white:

  • 1 letter followed by 4 numbers for cars and trucks;
  • 3 digits followed by 1 letter for trailers;
  • 4 numbers on the top and 1 letter on the bottom for motorcycles.

On the right side of the registration plate, as in conventional vehicles, the index of the registration region is placed. The only exception is transport belonging directly to the Ministry of Internal Affairs: their index is 77.

Registration plates belonging to the transport of foreign diplomatic and trade missions. The symbols are applied in white, the background of the sign is in red. The main meaning of such a license plate is three digits that correspond to the state code according to a special classification, followed by one or two English letters. The letter part is deciphered as follows:

  • CD- a car with such letters on the number belongs to (or is registered in the name) of a person who heads a particular diplomatic mission (an ambassador or another diplomat endowed with his powers);
  • CC- such a letter designation indicates that this vehicle is registered in the name of the person who heads the consular department or mission;
  • D- this letter indicates that the car is run by a diplomatic mission, consular office, organization with international status, or belongs to a person who works in these organizations and has the status of a diplomat;
  • T- in this case, the vehicle is registered by a person who is an administrative and technical employee of a diplomatic mission, consulate or international organization, that is, does not have a diplomatic status.

License plates for registration of vehicles belonging to military units or other formations of federal executive bodies of the Russian Federation. The license plates for the vehicles described are non-reflective, have a black background and white letters and numbers. For cars and trucks, the format is as follows: 4 digits and then 2 letters, the format of registration plates for motorcycles, trailers and other special equipment is similar to the corresponding civil vehicles.

As for the index, which is applied on the right side of the license plate, it does not coincide with the table of codes of Russian regions. The number written in place of the region number means that the transport belongs to a specific Russian military district, a branch of the armed forces or a federal government body in which military service is provided.

Last week on the development of a new standard for state registration plates of vehicles, that is, numbers that are issued when registering cars, motorcycles and other equipment. The document is being developed by the Institute of Traffic Safety of the Ministry of Internal Affairs of Russia. It was there that the editorial board of "Za rulem.RF" received a copy of the draft of the new GOST R 50577 in the first edition.

The main thing: no RFID tags, no changes in the number of numbers or letters, no refusals of the region code are planned. That is, ordinary license plates will remain in the format M 000 MM 55, where the last two digits indicate the region code.

The only thing that will change dramatically: there will be more types and sizes of rooms. In addition, clarifications have appeared in the standard. For example, from GOST disappeared "motonarts", but "off-road motor vehicles and snowmobiles" appeared. A new type of rear license plate for cars and trucks with a non-standard size (type 2) has appeared: unlike regular license plates, it is two-line, and its dimensions are 290x150 mm versus 520x112 mm for single-line ones. Such numbers should stand as native on cars from Japan and the USA.

The torment of motorcyclists has come to an end: most of the areas for numbering on modern motor vehicles are adapted for a more compact number than today. If the new version of GOST is approved, then the length of such a number (type 6) will decrease by 15 mm (up to 230 mm), and the height by 60 mm (up to 125 mm). Now you don't have to figure out how to securely fix the number, well, and complicate readability by bending the number and justifying by the design of the platform, it will no longer work either.

New types of vehicles have appeared in GOST: classic (retro) cars and trucks, classic (retro) motorcycles and mopeds, sports motorcycles, sports cars and trucks. Their numbers resemble transit ones: a separate cell with the corresponding letter is highlighted on the left, and the number has the format MM 000 55. The dimensions correspond to the usual standard numbers and numbers for cars with a non-standard attachment point.

For classic (retro) cars and trucks (types 22 and 23) and motorcycles (type 24), they start with the letter "K".

Numbers for sports motorcycles (type 27), cars and trucks (type 25 and 26), respectively, start with the letter "C" and also have the format MM 000 55.

Actually, this is where all the changes in GOST come to an end. It remains unclear what the developers mean by sports vehicles. If we are talking about racing technology, then cars must have a license plate only in rallies and rally-raids, where there are stretches on public roads. It cannot be ruled out that a new category of vehicles may appear in the Traffic Regulations. Perhaps sports cars will be equated with an engine more powerful than 250 hp. and with a specific body type.

Naturally, based on the results of the discussion, and even after it, new amendments may be made to GOST, it will have to be rewritten and supplemented. So, it is possible to expect its entry into force only by the end of next year.
