Hello to all repairers. Today I’ll briefly talk about a simple repair of an automatic battery charger “ Orion PW 700» .

When first turned on in the presence of the owner, the unit showed the battery voltage on the dial indicator, the LEDs “Voltage” and “Current” displayed “gibberish” and the charging process was not carried out.

After opening, a radiator with a diode assembly had fallen off the board and a second one with the same assembly was found hanging on one leg side by side. Smiled and delighted.

An external inspection of the board did not reveal anything special, except for swollen power capacitors and sticky liquid underneath them.

To make it convenient to use the board, I removed all the interfering wires.

Two power transistors, after desoldering, turned out to be normal, all other semiconductor elements without desoldering from the board, the short ones, did not show up.

To be sure, the fireman checked all the electrolytes with an ESR meter, fortunately there weren’t many of them. They were also normal.

And at this time, the fussy owner, at my instigation, with optimism and rapture, scoured electronics friends and workshops in search of conductors and diode assemblies. He brought two new condensers and... a disassembled computer power supply, with the words: “They told you to rip out the diode assemblies from here and, if necessary, transducers, although they are not very suitable.” They said that there was no big difference, these would do for him.” And so it happened, the only difference was in the tension, i.e. the original ones are 100V - and the replacement is 45V. In terms of current, everything matched. Fortunately, the device’s charge does not rise above 14V.

I just had to do a little bit of soldering and testing. I soldered it in, started the device through a 220Vx65W current light bulb, and it worked.

Initial check

I tested it with a load of a 12Vx100W light bulb, it worked like a charm. I tested it on an old battery - the charging current was decreasing and the voltage on the battery was increasing. See photo.

I noticed that the cooling cooler was working a bit slow. I took it apart, cleaned it, lubricated it, reassembled it, checked it was working - everything was good!

Don't be surprised by the photo that the radiators are strangely thin. Thanks to the cooler, the need for monster radiators a priori disappears.

The ROM arrived with some kind of sticky liquid spilled on it in some places, possibly electrolyte.

I washed the board with alcohol, washed the case under warm running water and soap, dried it, assembled it, started it up, it works, hooked up the battery, tested it, everything works, the charge is on.

The river police did not like our article

Two years ago, Sergei Yakshin went to a corporate party - the company where he worked rented a ship for a trip to Valaam. He never returned, and to this day no one knows where he is or what happened to him. In one of the issues of “Evening Petersburg” we described the history of the search for Sergei, where we mentioned that an incomplete verification of the circumstances of his disappearance was carried out - at least that’s what was written in the decision of the Smolninsky Federal Court. A week later, the editor received a letter from the head of the linear police department for sea and river transport, Alexey Denisov. It sets out its own version of events.

About honor and dignity

Let us recall that Sergei Yakshin got a job at an electrical engineering company in June 2006. A month later, the management organized a corporate trip on the ship “Belinsky” along the route St. Petersburg - Valaam - Mandrogi - St. Petersburg. Together with his colleagues, Sergei climbed on board and went on a trip. When the ship moored off the banks of the Neva four days later, Yakshin was not on board. His mother Valentina Ivanovna went to the police, but they did not initiate a criminal case. The woman first looked for her son herself - on a boat, together with rescuers from the Ministry of Emergency Situations, and then sued the police officers and the transport prosecutor's office. The court agreed that the police and prosecutors did not do a very good job, and decided to carry out a number of additional measures to search for Yakshin and establish the true circumstances of what happened.

In fact, we talked about this in our material: they say that in the first days after the tragedy, the mother tearfully begged the police to organize a search for her son, interview all the crew members and company employees, and involve dog handlers, divers, and Emergency Situations Ministry employees. As a result, several of Sergei’s colleagues and ship crew members were interviewed. Based on the primary materials of the inspection, the transport prosecutor's office issued a decision to refuse to initiate a criminal case.

The letter from the head of the river and sea police began, as usual in such cases: “The information given in the article does not correspond to reality.” Well, this is already understandable - rarely does anyone thank a journalist for writing about any shortcomings. Mr. Denisov has other claims: “It is known how much effort and time is required to create the reputation of an organization, improve its image and the image of a conscientious police officer who takes his direct duties responsibly, in particular. It’s a shame that because of such hastily put together articles, the honor and dignity of the organization and its individual employees are at risk.”

We, of course, do not think that we have damaged the honor and dignity of linear air traffic control in sea and river transport that much. We simply outlined the court decision and reconstructed what happened using documents provided to us by Sergei Yakshin’s relatives. If there is a different opinion, we are always ready to publish it. Not completely (the refutation was sent on three pages), but only the most important, in our opinion, points, while maintaining the author’s style.

Counterarguments

“...On April 23 of this year, in the “Crime” section, an article “How it sank into the water” was published, in which the journalist, who had no idea about the work of the internal affairs bodies in investigating missing people, presented his arguments on this issue. Relying on the emotional story of a mother blinded by grief who lost the most precious thing in life - her son, the journalist apparently forgot that one coin, as a rule, has two sides,” the letter says.

According to Mr. Denisov, the work of police officers is “painstaking and dangerous,” and for police officers from the Department of Internal Affairs on sea and river transport, it is “completely different from the work on land.” It’s hard to argue with this: the department’s service area is really large - 12 ports, 1,772 kilometers, of which 1,362 are on river routes.

“As soon as a message was received from the captain of the ship about the disappearance of a passenger,” the letter quotes the head of the police department at the River Station Kadetov, “an investigative and operational team immediately left for the scene of the incident. Under the leadership of the ship's captain, an inspection of the vessel has already been carried out, and all services have been informed about the incident. At the scene of the incident, our experts carried out the necessary investigations if a passenger disappeared from the ship while it was moving.

It was necessary to establish whether in this case there were signs indicating the possible commission of a crime against Yakshin.” And then Mr. Denisov writes that the police department officers “interviewed the entire crew and passengers who had any information about the missing person and the events of that night.”

Police officers say that they simply did not have the opportunity to launch large-scale search operations, because “the river route, which would have to be explored by divers and employees of the Ministry of Emergency Situations, due to the fact that the place of Yakshin’s possible fall has not been established, is from Mandrog to St. Petersburg - is 150 kilometers."

As for the belated viewing of video recordings of security cameras from the ship (we wrote that they were requested by the police only a month after the tragedy and by that time most of them had been destroyed), then, according to Mr. Denisov, they were viewed in the office of the head of the police department on Rechny Kadetov station, and the search case “has not been sent to the archives at all, as the journalist claims, and the necessary measures to search for the missing man are still underway.”

“We can only hope that after such lampoons,” writes Mr. Denisov, referring to the newspaper publication, “the enthusiasm of our employees will not diminish.”

Having become familiar with the exact opposite opinion, we decided to figure it out: where is the truth? We met with the lawyer of the BMG Public Reception Boris Filimonov, who represented the interests of the mother of the missing Sergei Yakshin in court, and he showed us the documents. The most interesting of them is the decision of the Smolninsky court, on the basis of which the decision to refuse to initiate a criminal case into Yakshin’s disappearance was declared illegal and unfounded.

The court ruled that law enforcement agencies did not identify and interview all the ship's workers, and did not send requests to the regional departments of internal affairs located in the territories that the ship "Belinsky" sailed from 3 o'clock to 10 am on July 24, the night when it disappeared Sergey Yakshin.

The check was considered incomplete, and the court did not rule out the possibility of considering Yakshin’s death a murder, Boris Ivanovich told us. - The police officers probably won’t argue with the court ruling, which has entered into legal force?

As for the operational work of the police department of the Department of Internal Affairs at the MiRT, then, according to Boris Filimonov, they arrived at the scene of the incident in the evening, while the missing person was discovered in the early morning.

At 7:45 a.m., Yakshin’s cabinmate informed his management about his disappearance. A search was organized on the ship, and at 10.25 the cruise director informed the crew of the ship about this. At 11.15, the information finally reached the captain of the ship, who reported it not to law enforcement agencies, but to the general director of the travel company that organized the cruise. In general, police officers arrived on board the ship seven hours after the captain of the ship became aware of the missing passenger. The policemen stayed on the ship for no more than an hour, because by that time all the passengers had long since left for their place of work in Pushkin, and the crew members had gone ashore. On the same day, at approximately 20.30, the motor ship "Belinsky" with other passengers left for another cruise.

Regarding the seizure of CCTV recordings from the captain of the ship: in the case materials there is a request signed by the head of the Department of Internal Affairs at the MiRT - they were requested on August 22, a month after the incident, says Mr. Filimonov.

According to him, one of the ship’s police officers explained that since no one gave him instructions to rewrite the video recording, two weeks after Yakshin disappeared, he copied “the remaining part of the video recording dated July 24, 2006,” which was subsequently presented in police.

Lawyer Boris Filimonov says that the events related to Yakshin’s disappearance, in his opinion, occurred in conditions of obviousness and at the initial stage the crime could have been solved. He believes that the head of the police department at the MiRT, Denisov, simply needed to take a closer look at the inspection materials in the transport prosecutor’s office, in the interdistrict investigative department for transport, or even here, in the editorial office of “Evening Petersburg”. And then, perhaps, he would not have any complaints about the professionalism of journalists, but would have specific questions for completely different people.
