Registration of a foreign passport: step-by-step instructions, documents, nuances. Will they issue a foreign passport if there are debts from the bailiffs? Do you need a foreigner?

There are many emigrants living in the Russian Federation. Foreigners come in search of work. Citizens of Ukraine often visit the Russian Federation; they are concerned about the question: do they need a foreign passport to Russia? Russians require a foreign passport to visit Ukraine (new entry rules that came into force in 2015). In this article we will find out whether Ukrainian citizens need a foreign passport to travel to Russia.

Since 2015, a decree has been in force that obliges foreign citizens to present a foreign passport when entering the territory of the Russian Federation.

Until 2016, citizens of Ukraine visited the country using a foreign or general passport. If entry was carried out using a general civil document, there was a requirement that all data be entered using a machine-printed method. If the data was filled in by hand, entry into the Russian Federation was denied.

Since 2016, entry is carried out on the basis of a foreign passport. Citizens of Ukraine who visit Sevastopol or Crimea present a document indicating their citizenship.

Entry conditions

When crossing the border, foreigners fill out. Forms to fill out are issued at border control or on board the aircraft.

The form is filled out in Russian in accordance with established norms and rules. Filling with letters of the Latin alphabet is acceptable. The data is entered in accordance with the entries in the identity card. The form indicates the final destination of the route and departure date.

One of the most important points is “Purpose of the trip.” It is mandatory to fill it out. The compliance of the specified information with reality is checked by employees of the migration service. The document must be kept during your entire stay in the country.

Requirements

It is important to monitor the validity period and relevance of photographs (at 25 and 45 years old, new, current photographs are pasted in). If a citizen has changed his last name, or there are changes in other passport data, the information is displayed in the document. Papers that are damaged are not accepted.

If documents are damaged, additional papers are required to act as proof of identity:

  1. Seaman's certificate.
  2. Diplomatic ID.
  3. Service ID.

Since 2016, citizens of Ukraine have received biometric passports, which have a microchip with the owner’s personal data and information about the fingerprinting procedure.

When leaving the territory of Russia, the migration card is confiscated and canceled (regardless of the validity period of the paper).

Traveling with children

If a child travels with his parents (both are present), he crosses the border using a birth certificate. If he is accompanied by one of his parents, he will be presented at border control (certified by a notary).

If children are traveling without parents with a third party, consent to travel from both parents.

Magnificent sunny Greece always very hospitably welcomes tourists from all over the world. Its snow-white beaches, clear sea, high level of service and unique ancient attractions are traditionally attractive to foreign guests, including Russians who love to travel. Tourists from Russia can enter some countries using internal civil documents. But Greece is not one of them, so when going to Athens or Thessaloniki, Russians need to know for sure whether they need a foreign passport to Greece.

What documents are required for entry, document requirements

Despite its loyalty to visitors, Greece strictly adheres to the requirements of the current migration legislation in the country. Its provisions provide an answer to the question of whether a foreign passport is needed for Greece, a completely unambiguous answer: all travelers planning to visit this country can cross its border only if they are the holders of valid foreign passports.

In this case, it does not matter whether a Russian citizen provides . Greece does not require a biometric passport. If parents travel on old-style passports, children under 14 years old.

Do I need a visa

To enter Greece, a Russian must obtain a Schengen visa. It must be issued to every family member, even small children. A Schengen visa allows you to travel freely not only in Greece, but throughout all countries.

Greek immigration legislation provides for foreigners the opportunity to obtain several types of entry visas:

  1. Transit. It is intended for travelers traveling through Greek airports to their final destination in a third country. This visa, despite its transit status, allows tourists to spend some time in the country. With such an entry permit, they can wait for a connecting flight outside the airport building, change their mode of transport, or travel around Greece by car or train. In this case, the tourist must have evidence that the final destination of the trip is a country that does not belong to the Schengen Union.
  2. Tourist type C. This visa is particularly popular. It is needed by those who are planning to visit Greece for the purpose of tourism, want to relax on the sea coast or visit the sights of the country. In this case, Greek hospitality can be enjoyed for no longer than 90 days.
  3. Guest category C. Issued to Russians whose relatives and friends live in Greece. The basis for receiving it is an invitation from the receiving party. Under this condition, the traveler is not obliged to book and pay for the hotel.
  4. National type D. Allows a foreigner to stay in Greece from 90 to 365 days for long-term purposes: study, work, family reunification.
  5. Multiple visa. Can be issued for a period of six months to 3 years. In this case, the visa holder can stay in Greece for up to 90 days in each half of one calendar year, crossing the border multiple times.

Today, Greece can be called one of the most loyal countries in issuing entry permits for Russians. Applying for a Greek visa is not a complicated process. It takes from 3 to 10 working days. However, it is impossible to initiate it without the applicant having a valid foreign passport. This document is mandatory for entry into Greece. Anyone going abroad must obtain a passport. In this regard, many questions usually arise - where to go, how much it costs, how to replace, what to do if you lose it, how long to wait for a new one... In addition, legislation in this area changes regularly.

What do you need to know when planning to apply for a foreign passport for a citizen of the Russian Federation?

Let's start with the question of how. In fact, there is nothing complicated in this procedure, so everyone can cope with it on their own, without resorting to various intermediaries. First of all, determine what type of document you need. Now you have the opportunity to choose a new generation passport and a regular one.

Selecting the document type

What is the difference between an old-style international passport and a new one? New – – contains an electronic microchip. Well, as its name suggests, it stores your biometric data - a photograph of your face and two fingerprints. In addition, the validity period of a foreign passport for traveling abroad will be different: an old-generation paper document will serve you for five years, and a new one – twice as long.

The procedure for obtaining a new international passport is also somewhat different. For example, it is done for him in a specially equipped office of the migration service, so there is no need to take photographs yourself in the studio.

We pay the state duty

Another significant difference is the price you will have to pay for paperwork. the new generation is much higher. To pay for the service, you must check your details at the Federal Migration Service office at your place of permanent residence and fill out the receipt correctly. If you make a mistake and send your funds to the wrong place, they will refuse to accept documents for your international passport - after all, the fact of payment is confirmed not by a receipt, but by a database check.

Submit documents

The list of documents for a foreign passport for adult applicants is quite short: it can be found both at the office where you will come and on the FMS website. Questions arise much more often when preparing children's documents. For example, ? The fact is that recently the legislation has changed frequently, and certificates indicating the citizenship of children have not been issued since 2007. But instead they put stamps on birth certificates. Without such a mark on citizenship, it will be impossible to obtain a passport for the baby.

How long do you need to wait

In order to have time to prepare for the trip, you need to know how long it takes to obtain a foreign passport. This usually takes about a month. But in some cases, the wait can take up to three to four months - if, for example, you applied to the FMS office for a foreign passport not at your place of permanent residence, but at your place of temporary registration. It is processed the fastest; it is not checked against databases for criminal records and security clearance.

A new type of international passport? Despite the fact that there are many differences between the new and old documents, you will also have to wait one month.

Is it possible to speed up the process if I apply for a foreign passport through government services? Practice shows that there is no significant time saving - three to four weeks will pass from the moment of submitting the application to the moment the finished document is issued. However, by submitting your application online, you save time that you would have spent in line submitting documents offline.

In addition, those who took advantage of the opportunity to submit an application via the Internet do not need to guess when to come to pick up the finished document. is available here on the website, in addition, there is a notification system via email or SMS - at your choice.

When is replacement needed?

How to change a passport after the expiration date? The procedure is no different from the primary one: you will need to pay the state fee, fill out an application form and submit it along with other documents to the FMS office. In addition, you will need a replacement passport. It is not necessary to do this right away if you do not intend to leave the country in the coming months.

Replacing a new generation passport, like its old counterpart, is required in one more case - if you run out of blank pages and there is nowhere to put visa stamps.

However, if you still have valid visas in your old document and you don’t want to hand it over, you can now get one. The second document can only be a foreign passport valid for 10 years, of a new type. Let us remember that quite recently it was only possible to obtain a second passport for the validity period of the first one, and their type had to be the same.

Abroad without a passport

Despite the fact that in Russia we have enough interesting places to relax, it is useful to find out other places on the map. If you or your family members for some reason did not have time to complete the paperwork before the start of your vacation, consider the available options.

Once you receive your new document, take care of it! A general international passport is your main identification document in other countries. It contains visa stamps, as well as border crossing marks. If you lose it while on a trip, you will not be able to travel back, even if you have the internal one with you. You will have to contact the nearest Russian embassy for a special certificate, according to which you will go home.

What could be better than going on a long-awaited vacation abroad? But before you go on an exciting and undoubtedly memorable journey, you need to get a passport. It will become your main identification document in other states.

This year you can still choose which passport to get:

  • Old generation (valid for 5 years);
  • Biometric or new passport (issued for 10 years).

There is only one difference between these two types of documents: biometric has a built-in chip containing personal information about its owner. This is, first of all, a color photo, personal data, including date and place of birth, date of issue of the document and the name of the authority that issued it. Exactly thanks to this chip, border control is much faster. In all other respects, the passports are identical and you have the right to choose the type of passport that you prefer.

Step one - preparation of documentation

So, let's take a closer look at the process of obtaining a passport. First of all, you need to prepare a package of documents. Their The list depends on the age of the applicant.

For adult citizens of the Russian Federation, the following documentation will be required:

For teenagers aged 14-18 years:

  1. Download the new sample form from the website of the Ministry of Internal Affairs, the old sample form, electronic registration - www.gosuslugi.ru/10005). The document is filled out in a single copy in block letters or using a computer.
  2. Birth certificate, as well as a copy of it.
  3. Domestic Russian passport and its copy.
  4. Passport (as well as a copy) of the mother, father or representative of the child.
  5. If the teenager is under guardianship or guardianship, then a Certificate from the guardianship authorities is provided.
  6. Photo (one black and white or color, size 35x45 mm). If documents are transmitted via the Internet, then a file with a photo. If an old generation passport is issued, two photographs are provided.
  7. A document confirming payment of the state fee. The amount of state fees is similar to adults and is basicly 5,000 rubles for a biometric passport, and 2,500 rubles for an old-style passport (3,500 and 1,750 respectively for electronic payment during the “discount” period).
  8. If a foreign passport was previously issued, then it is also attached.

For children under 14 years of age:

  1. Completed application for a passport. (Application form (similar to the “teenage” form), for the old sample - form, . Public services: www.gosuslugi.ru/10005). The document is filled out in one copy in block letters, it can also be done on a computer.
  2. Previously received passport.
  3. A document confirming payment of the state fee. For a biometric passport, the amount is 1,750 rubles, for the old type - 700 rubles.
  4. Passport (and its copy) of the mother or father (legal representative) of the child.
  5. Document appointing a guardian (provided exclusively if there is guardianship or trusteeship).
  6. Photograph (one color or black and white, size 35x45 mm). When sending a questionnaire via the Internet, a photo file. If you are applying for an old-style international passport, you must provide two photos.

Regarding the question of the need to issue a separate passport for the child. In principle, an entry in the documents of the father or mother is enough, but experts are still inclined to believe that it is preferable to issue a separate document for the child so that you do not have any problems during customs checks. The child can also choose any type of passport.

The application form for an old-style international passport is no different from the application for a biometric passport, as well as the documentation provided, the exception is the number of photographs: for a biometric one you will need two, and for an old-style passport - four (for adults).

Step two - transfer of prepared documentation to the Main Migration Department of the Ministry of Internal Affairs

After you have prepared all the specified documents, you need to transfer them to the Main Migration Department of the Ministry of Internal Affairs (formerly the FMS - ed.). You can do this yourself in two ways:

  • During a personal visit to the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs at the place of your residence or stay (in the latter case, the period for obtaining the document can be increased to 4 months);
  • Using the service of the Gosuslugi portal (//www.gosuslugi.ru/10005)

If you choose the first option, then you need to visit the Migration Service and hand over the documents to its employee. After just 30 days, you can already become the owner of a new passport. The receipt period increases to 4 months if documents are submitted at the place of residence. Also, the period for receiving the document will increase if you are cleared for classified information. In this case, you will be able to receive a foreign passport in 3 months.

Urgent passport

There are situations when a passport is needed urgently. What to do in this case, when it is not possible to wait for the specified time? There is an opportunity to urgently obtain a passport. Production time will be only 3 days. To do this, a document confirming that the applicant has exceptional circumstances is attached to the documentation. It could be:

  1. A certificate from a Russian or foreign medical institution confirming that the applicant needs emergency treatment abroad;
  2. A telegram informing that a close relative is seriously ill abroad or has died.

Sending documents through the public services portal

You can apply for a passport online at www.gosuslugi.ru. To use the services of this portal, you first need to go through the registration process. It is possible to activate your account in several ways: through Russian mail (at least about 2 weeks) and using an electronic key (if available). Another option is to get a password and login for your account at a Rostelecom branch (this can be done almost immediately after creating an application on the website).

To enter the site you will need a pension certificate number (SNILS) and an activation code, which you will receive using one of the methods described above. After successful registration, you select the type of passport you want to receive and fill out the proposed forms. There are various tips on each page of the questionnaire and it is almost impossible to make a mistake when filling it out. The final step is to upload your photo to the system. It is worth noting that this photo is needed, rather, to identify your identity, and as a result, the photo that you bring will be pasted into the international passport itself.

Your application, if everything is indicated correctly, should be approved within 24 hours; if there are errors, they will be reported and will need to be corrected. After 7-10 days you will receive a message indicating where you need to go to submit your documents. Next, to the email specified during registration, you will receive notifications about the status of your application (acceptance, approval, completion of your application).

Step three - obtaining a passport

You will be able to receive your passport in a month. When submitting data via the Internet, you will receive a message informing you that the document is ready. As soon as your passport is ready (strictly within 1 month), you will receive a notification to your email, which will indicate the exact time, down to the minutes, when you must come to hand over the document to the territorial office of the Migration Service.

If you submitted an application during a personal visit to the Main Migration Department of the Ministry of Internal Affairs, you can find out about the readiness of your passport:

  • By calling the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs, where you submitted the documents;
  • By entering the information of your general passport on the website of the Main Directorate for Migration of the Ministry of Internal Affairs of your region (example of address, for residents of Moscow - 77.mvd.rf/ms).

A passport is issued after the applicant signs in the journal.

For a number of reasons, a refusal to issue a passport is possible:

  1. You do not have Russian citizenship;
  2. You have provided incorrect information;
  3. The fact of payment of state duty is not recorded in the Federal Tax Service system;
  4. The provided documentation is not completed correctly;
  5. The applicant has access to classified information.

Replacement of international passport

There are times when it becomes necessary to replace a foreign passport with a new one. This will be needed when:

  • Five years have passed (old generation passport) or ten years (biometric) since its issuance;
  • The document turned out to be damaged or there were entries in it that were not provided for by current legislation;
  • There was a change of gender or surname, for example, due to marriage;
  • The passport was lost;
  • The document has run out of blank sheets for making entries.

As such, there is no procedure for replacing an old passport with a new one, and it is absolutely no different from the procedure for obtaining such a document for the first time. You will need the same package of documentation as when receiving a new passport.

You can enter many countries provided that your passport does not expire at least three months after the end of your trip. For example, if your stay lasts a month, then your passport should be valid for at least another 4 months.
